Job Summary

Responsible for performing duties and assignments associated with the construction of Transmission Line or Transmission/Distribution Station facilities including those of a complex nature. Additionally, may be responsible for supervising others who are performing other /similar construction site duties on related projects.

Job Description

Essential Job Functions & Tasks:

Provide construction site management for all aspects and activities of transmission station and line construction at the master project portfolio level to facilitate project completion within budget, schedule, and scope.  Provide oversight for transmission station and line construction projects to ensure compliance with applicable Federal, State & Local Regulations. Provide project quality assurance and quality control oversight to ensure adherence to Engineering specifications and standards. Provide progress updates on construction activities and milestones to the project team.

Provide oversight for OSHA compliance requirements in accordance with AEP’s safety compliance oversight program.  Perform site safety observations and complete documentation as required.  Conduct meetings to set AEP’s Safety and Environmental expectations for crews working on site. 

Coordinate work activities with AEP environmental teams and contractors to ensure compliance with AEP’s Environmental policies and procedures as well as all Federal, State and Local regulations.  Provide oversight to ensure compliance with SWPPP and all applicable environmental permits.  Work with Project Team to ensure all permits are properly closed/terminated as required at the end of project or when no longer needed.

Coordinate with Right-of-Way and Siting teams to ensure landowner and governmental agreements are properly carried out.  Ensure all required permits for road crossings, river crossings, railroad crossing, ROW clearing, access roads, etc., have been obtained prior to start of work.  Work with Project Team to ensure all permits are properly closed/terminated as required at the end of project or when no longer needed.

Provide construction expertise to facilitate an optimal engineered design.  Review applicable project documents and drawings prior to final issuance as requested and provide feedback.  Adept at reading and interpreting civil grading drawings, grounding and foundation drawings, conduit/cable schedule and wiring diagrams, electrical assembly drawings, One-Lines, Switching diagrams, bus wiring diagrams, steel drawings, PNP drawings, Manufacture’s drawings, SWPPP, etc. Work with project teams to correct/resolve any construction, material, or engineered related issues that occur or are discovered during the construction phase of the project. Provide and submit Field Mark Prints to agree with as built installations.  Attend and provide adequate and detailed feedback on lessons learned, issues encountered, and best practices during project closeout meetings as requested.   

Capable of developing a material and equipment strategic plan for master project level portfolios. Provide oversight to verify project material and equipment has been ordered and scheduled to arrive on time to meet project milestones.  Collaborate with Engineering and Procurement on any material or equipment shortages/deficiencies to ensure issues are identified and escalated.  Ensure project material and equipment is properly receipted for when it arrives on site.  Ensure material and equipment is properly identified, inventoried, and stored on site.  Ensure material and equipment is properly handled and installed per engineering specifications and standards.  Ensure proper coordination of material deliveries between contractors and Supply Chain team/laydown yards.

At a master project portfolio level, collaborate with Outage Planning team on project outage schedule and sequences as requested.  Take ownership of project outage plan per Capital Outage Planning Process.  Provide oversight of all dispatched operating orders and clearances.  Provide oversight to ensure contractor work plans are sufficient to meet scheduled outage windows properly and safely; and ensure no system operating errors occur.

Provide oversight to ensure proper coordination of resources for all phases of project construction.  Including, but not limited to contractor resources, third party inspection resources, manufacture’s representatives, resources for testing and commissioning activities, and any other internal AEP or external resources as required.  Provide technical guidance for company/contractor resources regarding construction of transmission line and station facilities as required. 

Provide In-Service notifications to the project team to ensure timely accounting of project assets. 

Provide compliance required attestation documentation for all installed facilities that are identified as Most Limiting Series Element (MLSE) for the bulk electric system. 

Complete Construction Management’s portion of the Capital Commissioning Checklist and ensure proper exemptions have been provided.

At a master project level portfolio, Participate in the evaluation of estimates/bids for projects.  Approve contractor timesheets if required.  Assist in the validation of invoice charges as requested by the project team. 

Provide oversight of contractor resources during major storm restoration efforts and emergency failures as requested.

Carry out routine job duties and responsibilities as well as provide coaching and guidance to lower level TCRs in the execution of their duties and responsibilities as assigned.

Participate in the development and delivery of training as requested.

Proficiency with technical tools and applications, mobile devices tablet/phone; including but not limited to:  Microsoft suite (MS 365, Excel, PowerPoint, Word, etc.) GIS, PDF editor, Smartsheet, Scheduling Software.

Basic Qualifications:

Education & Experience requirements are listed below:

Bachelor's Degree in Construction Management Science with emphasis on project/construction management or bachelor’s degree in Construction Technology, Electrical or Civil Engineering, Project Management, or related technology field with a minimum of 6 years of project/construction management work experienceOR an associate degree in Construction Management Technology, Project Management, Electrical or Civil Engineering, or related technology field with 8 years’ work experience in the electric industry, or project/construction management/oversightOR High School graduate or equivalent with 10 years related experience in electric industry or project management/oversight

$85,081.00-106,352.50 USD
