This position joins a dynamic and agile Human Resources Team comprised of 24 talented Labor Relations, Safety, Recruitment, Staffing, HRIS, Transactions, and Learning and Development professionals.
As a Transactions Technician, you will provide advanced technical personnel support to the Human Resources Division staff and Minnesota IT Services managers, supervisors and employees. This position will process human resources transactions affecting employee and position actions as well as provide data maintenance of human resources tracking and reporting systems. This position also serves as a resource by conducting new employee welcome meetings, and overseeing the coordination, enrollment, and access to the fringe benefits available to Minnesota IT Services employees.
**This position is currently eligible for full-time telework:**
+ Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in Saint Paul, Minnesota.
+ Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
**Minimum Qualifications**

Minimum of two (2) years of experience performing a variety of HR support functions including human resource transactions, benefits and insurance administration. A Bachelor's degree in Human Resources may substitute for one year of experience.
Experience must also reflect the following:
+ Use of HR systems (ex: PeopleSoft or equivalent)
+ Knowledge of Employment law, rules, and regulations
+ Experience completing the Form I-9, Employment Eligibility Verification and knowledge of acceptable documents.
+ Math skills sufficient to add, subtract, multiply, divide, calculate percentages and use simple formulas
+ Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
+ Customer service experience and skills that include active listening, empathy, and problem-solving.
**Preferred Qualifications**
+ Experience with SEMA4 (PeopleSoft) personnel transactions processing
+ Experience with DocuSign
+ Experience, training or familiarity with Microsoft Suites Applications such as MS Word, Excel and PowerPoint.
+ Knowledge of State personnel laws, rule, policies and procedures, and union contract provisions
+ Experience providing benefits or insurance guidance
