The Broward County Board of County Commissioners is seeking qualified candidates for Security Manager.General DescriptionThe Transit Safety Manager works under administrative supervision with and through management to ensure compliance with safety procedures by overseeing and developing policies and programs related to the safety of personnel, equipment and facilities.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in business, public administration, security management, law enforcement or closely related field.
(One year of relevant experience may be substituted for each year of required education.)
Requires six (6) years in a law enforcement agency or security services, and three (3) years in management or closely related experience.
Special Certifications and Licenses RequiredMust possess and maintain a valid Florida Driver's License for duration of appointment, depending on area of assignment.

DUTIES AND RESPONSIBILITIES
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
The Transit Safety Manager provides direction and guidance to agency staff and contractors establishing and emphasizing a culture of Safety and ensuring the administration and formulation of safety policies/procedures, programs, and practices.Advises Safety Director on all Safety compliance matters and preventative actions.
Plans, develops, recommends and implements various Safety policies and procedures in compliance with local, state, and federal rules and regulations (i.e., FDOT, FTA, OSHA, etc.)
Ability to develop and present safety training to employees and other internal/external stakeholders.
Creates and maintains reports, files, training records, accident/incident database and track safety metrics and trends.
Performs periodic Safety inspections, conducts Safety meetings (including Accident Review Board), creates written reports and make recommendations for corrective or preventative measures and/or solutions to problems.
Responds timely to incidents, conducts post-accident investigations, prepares reports identifying root causes and makes necessary recommendations regarding preventative measures and/or solutions.
Updates and coordinates Emergency Action and Evacuation Plan, Hazard Communication Program, Lockout/Tagout Program, Exposure Control Program (i.e. Bloodborne Pathogens, TB), Hazard Assessment and Personal Protective Equipment Program (PPE), Hazard Communication Standard (HCS), and Safety Data Sheets (SDSs), etc.
Investigates and reviews accidents and Workers’ Compensation injuries to determine preventability and assist in management of claims.
Represents Broward County Transit (BCT) in Safety meetings and conferences.
Collaborate with internal/external stakeholders on audit preparation and responses.
Ability to supervise others and develop, document and analyze Key Performance Indicators (KPIs) and make recommendations for improvement.
Ability to work a variety of shifts, including weekends and/or holidays (as necessary) and respond to emergency calls before and after hours.
Performs related work as assigned.
