Class Summary
Assigned to: Community Development
Incumbent is responsible for overseeing transit operations, coordinating, and controlling all fixed bus routes for the City's transit system, and promoting the public transit mission by providing safe, courteous, equitable, and reliable transportation services.
REPORTING STRUCTURE:
Receives general guidance from the Public Transit Manager and higher-level management.
Typical Class Essential Duties
1. Supervises assigned staff to include: approving payroll and hiring; prioritizing and assigning work; ensuring that training and development is provided to staff; provides consistent accountability with disciplinary actions, as warranted, in addition to maintaining a healthy and safe work environment.
2. Oversees day-to-day activities in public transit, including monitoring internal controls, establishing schedules and timelines, evaluating and updating internal procedures, oversight of the dispatch operations and staff, implementation of dispatch software and technology upgrades, reviewing reports and ensuring compliance with Federal, State and local laws, regulations, codes, and/or industry standards.
3. Provides information to the public, user groups, and advisory boards pertaining to routes, schedules, transfer points, location description, fares, and other data related to transit operations.
4. Maintains route maps and schedules of departures and arrivals; estimates route distances and calculates intermediate arrival times.
5. Schedules buses for maintenance and participates in preventative maintenance programs and activities with the Fleet Division. Provides input regarding vehicle replacement schedules, specifications, and procurements.
6. Assists with budget preparation and administration; proposes cost estimates and justifications for budget items.
7. Keeps current on new trends, innovations, and regulations in transit operations.
8. Monitors radio communications and contacts drivers on assigned routes to give special instructions; provides assistance as needed.
9. Develops and distributes announcements, brochures, bus schedules, advertising, and press releases to promote transit services.
10. Responds to and investigates accidents, incidents, and complaints from the general public regarding fixed-route and paratransit operations; resolves problems in a timely and efficient manner

Training, Experience & Certifications
EDUCATION and EXPERIENCE
•Minimum of three (3) years of increasingly responsible experience in public transportation.
•Minimum of two (2) years of experience working as a supervisor.
•Bachelor’s Degree in business administration, transportation management, or closely related field preferred;
•Or equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
LICENSING and CERTIFICATIONS
•Possession of, or ability to obtain, a valid Wyoming driver’s license preferred.

Employment with the City of Casper is contingent upon a successful background screen and pre-employment drug test. Applicants who have failed a pre-employment screen or have been terminated from the City of Casper are ineligible for employment consideration for 12 months. As a condition of employment, the successful candidate must utilize direct deposit for payroll purposes.
Driving records are required for all new employees regardless of the position's driving requirements. If the employee has not held a Wyoming driver's license for the last three years, the employee must provide at their own initiation and expense a driving record from their previous state(s) of residence.
Physical and Environmental Conditions:
City of Casper employees in data creation and modification, security sensitive or safety and protective positions are subject to pre-employment drug testing. Some employees may be subject to random drug testing if their responsibilities include:

+ Handling or working with hazardous materials, including chemicals as well as solid and liquid waste
+ Operating or maintaining water and wastewater systems
+ Writing or modifying code, maintaining or modifying City data systems including work on networks, servers, and communication systems
+ CDL operations and driving
+ Operating power-driven machinery or equipment
+ Creating or modifying health, financial, security and or risk documents or assessments
+ Working with or directing minors
Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Incumbents in this position work primarily indoors in an office setting with frequent telephone, radio, and related equipment noise. Frequent field work related to repair activities, incident investigation, etc. is also likely, regardless of weather conditions. Supervisor may be exposed to noise and fumes.
