General Functions:
The Transitional Services Manager (TSM) is responsible for the daily operations of Case Management for cash assistance programs and individuals with disabilities. The TSM supervises Case Managers III/IV, the Case Management Technician and the Case Management Supervisor who oversees Case Managers I/II. This includes, but not limited to, all hiring decisions, promotions, and performance evaluations. This position plans, coordinates, and provides direction for all program activities. In addition, the Transitional Services Manager is responsible for ensuring that the programs are in compliance with all federal mandates and adhere to CITC’s policies and procedures.
Duties and Responsibilities, including but not limited to:
Assess and ensure program requirements for Case Managers III/IV are developed and met.Provide direct supervision, training, hiring decisions, promotions, and performance evaluations for the Case Management Supervisor, Case Management Technician and Case Managers III/IV staff.Monitor Case Manager III/IV performance, including but not limited to: work participation rates, monthly contact with participants, and timeframes, to ensure that participants are receiving timely and appropriate services. Ensure Case Management Supervisor does the same with Case Managers I/II.Ensure integrated case management occurs for participants receiving both cash assistance and disability employment services. Organize services for individuals with disabilities to establish a comprehensive service delivery system for participants and implement the objectives and operational goals outlined in TVR’s Section 121 and 477 grant application. Ensure staff are adequately trained. Facilitate or co-facilitate training for leadership to ensure staff are meeting their training requirements. Perform case reviews, provide feedback, training and ensure continuous monitoring of program activities for compliance with CITC’s mission, policies and procedures, and to meet Section 121 Federal Mandates.Train Case Management Supervisor and Case Manager IV on how to conduct case reviews and monitor that they meet their case review goals for the year with the quality that CITC expects.Develop, revise, execute and monitor the program budgets to assure fiscal accountability and appropriate allocation and expenditure of case service funds.Remain informed and up-to-date on all relevant federal, state and local statutes, rules, regulations, policies and procedures affecting the management and operation of the programs. Maintain program statistical information and produce monthly/quarterly/yearly performance reports as required.Oversee quarterly and year-end program audits and external program reviews.Create standards of excellence among staff through continual encouragement for staff development, certification, continuing education, and other related hands-on training.Coordinate the delivery of services to individuals with disabilities with the Alaska Division of Vocational Rehabilitation and other social and human services entities to maximize the availability of services to clients in an efficient, professional and timely manner.Support staff in conducting orientations, initial intake interviews, eligibility determinations, and Individualized Employment Plans and/or personal development plans for participants.Support staff in conducting pre-diagnostic assessments, evaluating medical records, educational transcripts, and psychological/psychiatric evaluations for eligibility determinations.Support and train staff in maintaining a caseload of all referrals, applicants, and current participants from cash assistance geographic areas and the CIRI region villages for disability employment services.Partner with the Career Development Department to train staff how to co-enroll participants and ensure they receive integrated case management when they are ready for employment.Ensure staff travel to the CIRI region villages to: Provide services to individuals with disabilities, and network with the different tribal offices for potential referrals and general guidance on the best practice of providing cultural relevant services in the villages.Provide orientation and community awareness trainings to village tribal chiefs and staff to demonstrate how applicable disability services can assist tribal members with disabilities in finding employment.Collaborate with schools to promote the school to work (transition) program for students with disabilities preparing to exit high school and transition into either employment or higher education pursuits.Conduct supervisions with direct reports at least bi-weekly to review if their goals and training needs have been met. Provide coaching to staff about their performance.Conduct staff meetings at least monthly.Attend monthly department supervisory team meetings.Participate in internal/external meetings and trainings as requested.Consult, coordinate, and collaborate with the Senior Manager for guidance and direction on program issues as they arise.Maintain confidentiality according to regulations, policies, and procedures.Perform all other related duties as needed and assigned.
Job Specifications:
Knowledgeable in the Rehab Act of 1973 as amended, as well as with the Vocational Rehabilitation Process.Proven ability to direct a grant program with all its federal mandates, and foresight to provide leadership and sound administrative practices.Demonstrated knowledge of Alaska Native culture, and familiarity with resources from tribal and community agencies.Knowledge of psychological principles, counseling techniques, practices and social/behavioral sciences.Demonstrated ability to establish and maintain effective working relationships with immediate staff, general public, businesses and agencies as well as medical facilitators and consumers.Excellent verbal and written communication skills.Demonstrated ability to work independently with minimal supervision.Knowledge of grant and contract compliance, governmental accounting and budget procedures.Knowledge of P.L. 102-477 Services Delivery System.Continued employment is contingent upon receipt of a satisfactory state and federal background check.Valid Alaska driver’s license and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.

Minimum Qualifications:
Bachelor’s degree in Rehabilitation Counseling/Administration, Human Services, Counseling, Social Work, or Vocational Education and/or a related field. An associate’s degree and year-for-year experience in social services, workforce development or vocational counseling/education may be substituted for a bachelor’s degree requirement.Two (2) years of supervisory experience.Knowledge of Alaska Native and American Indian culture and/or community resources.Continued employment is contingent upon a report from a state and federal background check.Valid Alaska driver’s license and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.
Preferred Qualifications:
Master’s Degree in Rehabilitation Counseling/Administration or related field Four (4) years of experience in case management, rehabilitation counseling, administration and/or in management.Certification in Rehabilitation Counseling (CRC).
