THE ROLE
The Division of Bridges manages the state’s highway and rail bridge inventory and other transportation structures such as span poles, mast arms, large highway sign structures, and hi-mast lighting. The Division follows the project through to construction, reviews contractor developed drawings to facilitate construction, ensures contract compliance, and provides support to address unforeseen conditions during construction.
The Division Chief manages a staff of design engineers, inspectors, consultants and support staff responsible for developing and delivering the Capital program for the transportation system.
POSITION REQUIREMENTS
Applicants MUST possess active Professional Engineer (PE) licensure from the Connecticut Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S. §20-302, be available to travel to and attend training, conferences, public meetings, field reviews, etc. both within and outside of normal working hours when necessary and possess and retain a valid Driver's license.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation, Bureau of Engineering and Construction Services this class is accountable for directing a major operational unit in the Office of Construction, Engineering or Office of Project Oversight and Quality Assurance.
EXAMPLES OF DUTIES
+ Directs staff and operations of a major operational unit and designated areas of responsibility;
+ Coordinates, plans and manages unit activities;
+ Formulates program goals and objectives;
+ Develops or assists in development of related policy;
+ Interprets and administers pertinent laws;
+ Evaluates staff;
+ Prepares or assists in preparation of unit budget;
+ Maintains contacts with individuals within and outside of unit who might impact on program activities;
+ Directs and coordinates administrative and engineering functions including program planning, development of standards, timely completion of assigned projects, preparation of standard contract provisions, project reviews, research and development of engineering techniques;
+ Leads the recruitment and hiring of staff, including outreach, interview and selection;
+ May direct and oversee development of recommendations relative to plans and specifications for construction and reconstruction of highways, bridges and structures, extension of highway contracts, disposition of claims and granting of time extensions;
+ May direct and coordinate technical audits, quality assurance and constructability reviews for department capital and maintenance programs;
+ May direct traffic and traffic operations studies, incidents management evaluations and additional research in field of highway traffic operations;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of
+ and ability to apply management principles and practices;
+ relevant state and federal laws, statutes and regulations;
+ transportation engineering principles and practices of management;
+ latest techniques and procedures employed in applicable field of transportation engineering;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of professional experience in the planning and execution of complex transportation engineering projects.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been in a supervisory capacity with responsibility for the planning and conduct of complex transportation engineering projects.
NOTES:
+ Supervisory capacity is defined as scheduling, assigning and overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.
+ For state employees this experience is interpreted at the level of a Transportation Supervising Engineer (Construction Engineering) (Engineering).
PREFERRED QUALIFICATIONS
+ Experience leading a professional team to successfully deliver a large number of engineering projects or programs.
+ Experience with delivery of highway and rail capital programs.
+ Experience in establishing Division or unit goals, objectives, priorities and strategies.
+ Experience with established Agency practices and policies as well as regulations and statutes.
+ Experience collaborating with and developing, maintaining, and enhancing relationships with other organizational units and related outside entities.
+ Experience and familiarity with CTDOT’s project initiation, development, tracking and delivery process.
+ Experience establishing delivery metrics and the project management tools necessary to achieve.
+ Experience with bridge or structures design, analysis or inspection.
+ Experience with development and/or implementation of innovative materials, techniques and technologies.
+ Experience with scoping, fee types, and agreement administration.
+ Experience interacting and coordinating with transportation system stakeholders of all levels including government officials.
+ Experience presenting and communicating in writing and verbally to diverse populations and skill levels.
+ Experience with recruitment, hiring, training, mentoring and retention of staff at all levels.
+ Experience with leadership role and decision making during emergencies effecting infrastructure.
SPECIAL REQUIREMENTS
Incumbents in this class must possess Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.
