Minimum Qualifications MINIMUM QUALIFICATIONS: Five years of experience in the construction or maintenance of transportation infrastructure; OR Five years of experience in the fabrication, installation, or maintenance of traffic control devices; OR Five years of experience in the maintenance or repair of mechanical or electronic equipment, precision machinery, or electronic and electrical systems. Job Concepts FUNCTION OF WORK: To manage construction and/or maintenance activities related to related to transportation infrastructure. LEVEL OF WORK: Manager. SUPERVISION RECEIVED: Broad review from a higher-level Engineer. Other reporting relationships may be approved by SCS. SUPERVISION EXERCISED: Direct over supervisory personnel, such as superintendents and foremen, performing construction and/or maintenance activities for transportation infrastructure. Other reporting relationships may be approved by SCS. LOCATION OF WORK: Primarily located at the Department of Transportation and Development. Other locations may be approved by SCS. JOB DISTINCTIONS: Differs from other maintenance supervisory personnel by the presence of regional managerial responsibilities of construction and/or maintenance activities for transportation infrastructure. Examples of Work This employee manages and supervises the following positions, Engineering Tech DCL (EOCP Coordinator), Statewide Inspector, and two Statewide Maintenance Crews. In this capacity, the employee must assist the Equipment Manager and Equipment Engineer by working with consultants, contractors, vendors, and operations and maintenance personnel. This employee will also assist the Equipment Manager and Equipment Engineer in providing advice and consultation to maintenance and operations personnel on complex equipment management issues. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives. 65% Performs technical review of vendor submittals inclusive of plans and specifications for adherence to the DOTD technical specification, and provides recommendations on whether to award. Consults with and provides guidance to vendors and equipment up-fitters in the final layout and fabrication of equipment. Reviews drawings and sketches submitted by vendors and equipment up-fitters for accuracy, completeness, and conformance with technical specifications. Attends meetings to resolve equipment problems and facilitates resolutions in an efficient and professional manner. Works with the Equipment Manager and Equipment Engineer to gather input from all parties towards development of technical specifications, including development of design and construction of equipment that is not satisfied by any available standard equipment arrangements in order to meet the diverse needs of the DOTD. Reviews and inspects new equipment procured under the Fleet Acquisition Program and Buyback Program for compliance with the written technical specifications as they relate to the equipment in actual field observation and application. Works with the Equipment Engineer to ensure coordination with contractors, consultants, vendors, operations and maintenance personnel and experts in other State DOT's through the DOTD's participation in the MSHTO Equipment Management Technical Services Program (EMTSP) and the Southeast States Equipment Managers Conference, Inc. (SSEMC). The incumbent will monitor utilizations rates of equipment statewide. Evaluates opportunities to increase utilization rates by pooling equipment or assigning to other areas as determined most appropriate. The incumbent will monitor preventive maintenance compliance and corresponds with the District Equipment Superintendents and other district/section personnel as appropriate when deficiencies are identified. The incumbent will evaluate replacement recommended percentages based upon optimal equipment life cycle date, and provides recommendations to the Equipment Engineer, Maintenance Management Administrator, and Chief of Maintenance. Reviews availability percentages and consults with district/section personnel and the Equipment Engineer to identify opportunities to increase availability and decrease downtime for problematic equipment. Consult with the Equipment Engineer, as well as Equipment Superintendents and other district/section personnel on a statewide basis concerning repair versus replacement decisions. Evaluates such decisions on the basis of all data available within the Equipment Management Program and provides solutions on how to proceed in the best interest of the overall program and hold monthly meetings with district personnel to discuss all things equipment. 15% Manage and directs activities for the Equipment Operator Certification Program (EOCP) by coordination with the Engineer Tech DCL (EOCP Coordinator). The incumbent will assist with the CDL training program by working with EOCP Coordinator. 15% Manages the Statewide Operators Unit responsible for issuing equipment and operators to the districts. Coordinates and controls statewide equipment assignments among Districts/Sections to ensure maximum availability of specialized state wide equipment. Develops efficient rental rate based on analysis model for use in comparing state activity verses contracted activity and for use by the Maintenance Management System, and optimizes leased equipment usage. 5% May be required to perform other duties as necessary including, but not limited to, emergency and or disaster support activities.
