Transportation Planning Manager
**Description** About the Role Reporting to the Manager, Infrastructure Planning, the selected candidate will be responsible for overseeing the Port Authority’s Ferry Program as well as managing infrastructure planning projects for the Port Department’s facilities. Responsibilities + Under direction of the Manager, Infrastructure Planning, lead individual planning efforts, including but not limited to scoping, finalizing, and managing the procurement and execution of follow-on studies or analysis identified in Port Master Plan 2050. + Support initiatives to evaluate and identify the future road, rail, waterway, and utility infrastructure development needs of the Port facilities in order to meet the projected cargo and passenger volumes expected in the next decade or more. + Manage planning projects and support the Port Department’s efforts to improve pathways to maritime terminals to maintain a competitive, world-class port. + As needed, represent the Port Authority in regional transportation related studies (passenger or freight), interagency workgroups and steering committees in the region. + Manage Ferry Program, including serving as main point of contact for Ferry Operator, and ensure PA fulfills all relevant maintenance, regulatory, and operating obligations. + Participate in inter-agency discussions regarding existing policies and regulations to ensure continued ferry service in NY harbor as an alternative/redundant transportation mode particularly during emergencies. + Provide market intelligence and insight on Trans Hudson passenger transportation to the Department and work, as needed, with PATH and TB&T on Trans Hudson capacity improvement initiatives. + Other duties as assigned, including but not limited to providing support to Infrastructure Planning group and Capital and Port Planning Unit as needed. Minimum Qualifications + Bachelor's degree in transportation/logistics, urban planning, business, public administration or another related field from an accredited college or university. + A minimum of five (5) years of experience in a governmental or private business setting in transportation/logistics, railroad operations, financial analysis, federal grant administration, marketing, or another related field. An allowance for work experience can be granted for an advanced degree in a related field. + Selected candidate will be required to pass a Federal Security Background Check and obtain a Transportation Workers Identification Credential (TWIC) to work in a maritime environment as required by the U.S. Department of Homeland Security. Desired Qualifications + Demonstrated experience organizing and managing complex planning projects with diverse stakeholders holding divergent interests. + Knowledge of ferry operations, planning, economics, and policy. + Knowledge of PA authorization, project management, and procurement procedures. + Experience managing agreements or contracts. + Experience working with community stakeholders and community engagement. + Knowledge of maritime terminal and/or railroad development, operations, leasing/contracts, tariffs, and maintenance. + Knowledge of the Federal and/or State environmental review processes, including environmental impact statements. + Knowledge of the marine environment, regulations, and coastal planning. + Knowledge of operational planning, project planning and development, marine and freight rail planning, and intermodal concepts. + Knowledge of goods movement trade. + Demonstrated ability to function as part of a small team, working collaboratively to achieve goals and objectives. + Exceptional interpersonal skills. + Excellent oral and written communication skills, including presentations and public speaking to diverse groups, including both members of the public and executive leadership. + Proficient in the use of Microsoft Word, PowerPoint, Excel, Teams, and cloud resources. + Experience with GIS and geospatial analysis.
