The **Transportation Security Consultant** will focus on developing assessments, security plans, training programs, exercises, and After-Action Reports (AARs) to enhance the security and resilience of transportation clients. The ideal candidate will have industry-specific knowledge of relevant regulations and certifications, including TSA, FAA, FRA, MARAD, USCG, and international security standards.
**Responsibilities for the Transportation Security Consultant Include:**
+ Develop transportation security risk assessments to analyze vulnerabilities, threats, and risks to airports, seaports, rail systems, and intermodal hubs.
+ Design and implement security, emergency response, and continuity plans aligned with federal, state, and international regulations.
+ Conduct capability assessments to support transportation security grant applications, including Transit Security Grant Program (TSGP) and Port Security Grant Program (PSGP) funding.
+ Lead the development and facilitation of tabletop exercises (TTXs), functional exercises (FEs), and full-scale exercises (FSEs) focused on transportation security threats, including active threats, cyber risks, no notice events (e.g., train derailments, downed aircraft), natural disasters, and hazardous materials incidents.
+ Lead the development of training curricula for transportation and emergency management professionals on emerging threats and incident management.
+ Draft After-Action Reports (AARs) and improvement plans based on real-world incidents and exercises.
+ Provide subject matter expertise on transportation security regulations, risk mitigation strategies, and industry best practices.
+ Serve as a project manager on engagements of varying size through managing project scope, managing a team of support personnel, tracking budgets, controlling project risks, maintaining project quality, and leading project communication and stakeholder engagement.
+ Facilitate/lead meetings and drive project engagements, ensuring effective collaboration, clear communication, and successful project outcomes.
+ Engage in business development efforts, including the identification of opportunities, proposal development, and client outreach.
+ Maintain awareness of federal transportation security policies, best practices, and emerging threats to inform client recommendations.
**Qualifications for the Transportation Security Consultant Include:**
+ 7+ years of experience in transportation security, emergency preparedness, or regulatory compliance, with a focus on aviation, maritime, or rail.
+ Direct experience developing assessments, security plans, training programs, exercises, and AARs for transportation clients.
+ Strong understanding of TSA, FAA, FTA, FRA, MARAD, USCG, and international transportation security regulations and policies.
+ Knowledge of Homeland Security Exercise and Evaluation Program (HSEEP) principles.
+ Experience working with public and private sector transportation entities, such as airports, ports, rail operators, and federal/state transportation agencies.
+ Strong technical writing and facilitation skills for client engagements, training, and exercises.
+ Ability to travel as needed for client site visits, trainings, and exercises.
**Compensation for the Transportation Security Consultant Includes:**
+ Salary range of $85,000 - $125,000. Compensation decisions depend on a wide range of factors, including but not limited to skills, experience and training, licensure and certifications, internal equity, location, travel requirements, and other business and organizational needs.
