Bolton treatment plant, a 40 MGD lime softening groundwater plant. However, they may also be needed to oversee treatment processes at the Richard Miller Plant, a surface water facility. This position initiates treatment chemical dose changes and works with the Supply Division to ensure proper water quality and compliance during normal operating periods and maintenance and repair. This employee is also responsible for overseeing response personnel from the Water Quality & Treatment Division in the event of emergencies such as power outages, treatment upsets, or chemical spills. They review regulatory reports for accuracy and ensure regulations are being met. Duties include source water protection activities, daily treatment monitoring, chemical dose changes, treatment plant optimization, and other tasks related to the treatment of drinking water. This employee will also work closely with the Supply and Engineering Divisions on capital improvement projects; and with other divisions as necessary. Duties include direct and indirect supervision of laboratory and technical staff, assisting with annual budgeting and budget tracking throughout the year, oversight and involvement with applied water treatment research, and providing recommendations for improvements to operating procedures, treatment process, and infrastructure. This employee will also work closely with the Wet Chemistry Program Manager to ensure the Wet Chemistry Laboratory Program functions efficiently and effectively. This employee provides the direction and supervision necessary to ensure the proper functioning of a water treatment facility. Employee ensures compliance with local, state, and federal regulations; provides educational service to the public; and ensures that the public receives high-quality water treatment services. Any one position within this classification may not include all of the duties listed nor do the listed examples include all of the tasks which my be performed.) + Coordinates the organization, staffing, and operational activities for the treatment facility. + Participates in the development and implementation of departmental goals, objectives, policies, and priorities for each assigned service area. + Assures compliance with local, state, and federal regulations for quality of water; sets doses of treatment chemicals; sets appropriate alerts and alarms to call attention to treatment problems. + Directs, coordinates, and reviews the work plan for assigned treatment plant, services, and activities; assigns work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures; meets with employees to identify and resolve problems. + Assesses and monitors workload, administrative, and support systems and internal reporting relationships; identifies opportunities for improvement; directs and implements changes. + Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures. + Oversees and participates in the development and administration of the department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary. + Prepares reports to regulatory agencies; stays in contact with regulatory agencies as necessary. + Attends public meetings; responds to requests for information from the public and news media. + Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements. + Stay abreast of technical developments and current concerns related to water treatment. + Writes appropriate reports, memos, etc. + Ensures that employees follow safe work practices, follow OSHA guidelines, and other pertinent procedures. + Collects, analyzes, and evaluates data for various projects. + Prepares and provides training programs. + Speaks to schools and community groups; sets up informational displays/booths at public events. + Serves as a liaison between agencies and with the community. Required Education and Experience Each applicant must have five years of experience in water treatment, with three of those years in a supervisory or management level position. Additionally, each applicant must have a Bachelor's Degree from an accredited college or university in chemistry, environmental sciences, chemical or environmental engineering, biology, microbiology, biochemistry, or a related field. OTHER REQUIREMENTS: Must have a valid Driver's License. Must be an excellent communicator and team builder. Must have a valid Class IV Operator License in Water Supply from the Ohio Environmental Protection Agency or must obtain a Class 2 Water Supply License from the Ohio Environmental Protection Agency within the first year of appointment and obtain the Class IV Operator License within six years of appointment to position.
