Tribal Government Specialist

NOTE: THE PAY FLEXIBILITIES OF A RECRUITMENT BONUS, RELOCATION BONUS OR STUDENT LOAN REPAYMENT MAY BE AUTHORIZED, PENDING AVAILABILITY OF FUNDS AND MANAGEMENT APPROVAL. Responsibilities Incumbent provides expert advice in matters involving tribal organic documents, including constitutions, ordinances, resolutions, election procedures, corporate charters, and amendments to those organic documents. Serve as the Tribal Gaming Coordinator for the Region maintaining up-to-date records of Tribal Gaming Facilities, gaming ordinances, new and revised games regulations in accordance with the Indian Gaming Regulatory Act and the Indian Civil Rights Act. Provide expert advice and assistance in Secretarial elections, intra-tribal disputes, and implementation of department policies impacting Native tribes. Provides consultation and technical assistance to Alaska Native Tribes regarding their governmental and corporate functions as defined in their governing documents, to ensure the Tribes maintain stable governments. Review and provide recommendations on the tribal enrollment applications, enrollment procedures and its interpretations of its Enrollment Ordinance. Responsible for establishing and maintaining working relationships with the tribes and agencies under the jurisdiction of the Region. Provide consultation and technical assistance to Tribes regarding their governmental and corporate functions to ensure the Tribes maintain stable governments. Provide assistance to Tribal Councils and Agencies under the jurisdiction of the Region in the interpretation of special laws, regulations, court decisions and the application of these interpretations to tribal programs. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0301). SPECIALIZED EXPERIENCE GS-12: 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-11 in the Federal Service (obtained in either the public or private sector). This experience must include the following activities in administrative work primarily concerned with planning and directing the execution of programs; provide expert advice in matters involving tribal organic documents, including constitutions, ordinances, resolutions, election procedures, corporate charters, and amendments to those organic documents; assisting with program operations or program policy matters; provide advisory services regarding Secretarial elections and intra-tribal disputes; familiarity with tribal government and its functions, Indian Law, and exposure to government to government relationships with the Tribes; conduct policy reviews to ensure regulatory compliance; analyze, research, and making recommendations for resolution of administrative or procedural issues. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and is typically in or related to the position to be filled. TELEWORK: Indian Affairs has determined that the duties of the position are suitable for telework and the selectee may be allowed to telework with supervisor approval. As a incidental motor vehicle operator position, you may be required to operate a government-owned or leased motor vehicle in the performance of duties; therefore, a valid driver's license is required and be able to meet the safe driving requirements of the Bureau of Indian Affairs (25 IAM 4 Motor Vehicle Safety Program).
