POSITION DESCRIPTION: Uses the Consultant Invoice Transmittal System (CITS) to review and process consultant invoices in a timely manner, and in compliance with established Department of Transportation (DOT) rules and regulations, Florida Statutes, and terms and conditions of the contract. Maintains labor rate spreadsheets to verify billed rates align with contracts. Provides contract administration for General Consultant contracts, and proper notification is supplied to vendors when payment for an invoice is rejected in CITS. Processes utility invoice payments to ensure compliance with DOT rules and procedures. Reviews utility charges paid by the Turnpike for water and sewer at service plazas and headquarters to prepare cost allocations using meter readings for each location, identifying amounts to be charged to the service plaza lessee. Sends billing to plaza lessee’s accounts payable office to request reimbursement for their portion of the utility invoices and maintains files with supporting documentation. Tracks payments received from plaza lessee and provides copies of bills and payments to Financial Reporting. Processes monthly Suncom, air card, and hotspot invoices. Researches and resolves past due or credit charges on invoices. Prepares and provides total monthly expenses and project year-to-date cost to the Turnpike Budget office. Receives, stores, and distributes warrants for court orders, relocation and land purchase agreements, and other payments requested on behalf of the Right of Way (ROW) department. Acts as a warrant custodian in the Right of Way Management System (RWMS). KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of accounting and auditing principles, practices, and procedures including Generally Accepted Accounting Principles (GAAP); Knowledge of various procurement methods; Skills in using word processing and spreadsheet applications; Skilled in customer service; Ability to conduct financial and statistical management analysis in the preparation of management records; Ability to collect, evaluate, and analyze data to develop alternative recommendations in solving problems; Ability to collect, compile, and interpret accounting data; Ability to prepare, reconcile, and analyze a variety of accounting records and reports; Ability to communicate effectively both verbally and in written format to internal and external customers; Ability to plan, organize, and manage multiple diverse projects meeting established deadlines accurately; Ability to administer procurement in accordance with Florida Statutes and administrative codes.
