We are actively building our Unemployment Insurance (UI) practice and are seeking an Unemployment Insurance Tax Subject Matter Expert to join our team.  

We are focused on supporting UI agencies as they future-ready their operations nd modernize aging infrastructure and implement modular system updates.  Our team is unique in that we offer wrap-around services to UI agencies, providing comprehensive support that includes business process re-engineering, workforce development, and organizational change management to equip staff with tools they need to succeed with modernized systems.  Our holistic approach ensures that all aspects of UI program management and modernization are seamlessly integrated and effectively executed.

What You Will Do:

The Unemployment Insurance Tax Subject Mater Expert will play a key role in advising clients on making UI employer contribution operations more efficient, modernization of UI systems, and compliance.  This position involves providing expert insights, supporting system upgrades, and ensuring regulatory compliance.

Serve as a subject matter expert on UI employer contributions, including the following:  status determination, rating, wage reporting, trust fund accounting, audit, collections, and USDOL conformity/compliance requirements.Analyze current UI tax processes for clients and recommend strategies to enhance efficiency, accuracy, and compliance.Draft and review business requirements during IT modernizations.Identify business process improvements and assist with formulation of technical solutions with IT staff for UI modernization and modular system development.Ensure technical solutions conform to UI programmatic goals.Apply knowledge of the federal, state, regulations, and USDOL’s Tax Performance System (TPS) governing UI tax operations.Interpret UI program legislation, policies, programs, and regulations.Provide policy advice and delivering technical assistance and training on issues related to UI programs.Apply knowledge of Federal, state and regulations governing the unemployment insurance program.Review documents for conformity, program accuracy and quality in accordance with federal, state and local requirements.Collaborate with internal teams to design and implement solutions tailored to client-specific needs.Identifies and communicates risks, issues, and concerns. Ensures cross functional communication with other functional leads in a timely manner.Work collaboratively and maintaining professional networks with officials in federal, state, or local government agencies or public entities.Write or edit reports and providing guidance to junior personnel and management, state or local government agencies.Provide oversight for data collection, data analysis, and the development of performance reports that compare the baseline and actual data.Interpret and apply agency standards, policies, and procedures. Provide clear written and verbal communications to a variety of project stakeholders. Demonstrates the ability to facilitate training. Has experience in system design, development, and testing.


What You Will Need:

Must hold a Bachelor’s degree from an accredited UniversityA minimum of THREE (3) years of relevant experienceProfessional experience working in the area of unemployment insurance contributions either in a state UI agency or federal agency Experience in state paid family leave programs may be substituted for experience in unemployment insuranceKnowledge of employer contributions/tax for paid family leave may be substituted for UI employer contributions/tax experience. Substituted paid family leave experience should include experience in the following areas:  Employer status, Trust Fund Accounting, Employer Audit, and CollectionsExtensive knowledge of UI employer contributions/tax, including but not limited to:  Employer Status, Trust Fund Accounting, Employer Audit, and CollectionsStrong critical thinking, analytical, written, and oral communication skillsProficient in Microsoft OfficeU.S. citizenship is requiredMust be open to travel


What Would Be Nice To Have:

Previous experience in UI modernization.Previous experience in legislative interpretation, analysis, and reporting.Experience working in teams to produce high-impact work products, reports, and other deliverables in a fast-paced environment.Heightened attention to detail, and the ability to create and edit technical and non-technical written work products and graphical presentations.Ability to view problems from multiple angles and apply a variety of solutions to solving them.Ability to participate in client-facing discussions and meetings.Degree ideally in Economics, Mathematics, Accounting, Law, Public Administration, or other related fields.Ability to synthesize information quickly and learn new skills.

The annual salary range for this position is $98,000.00-$163,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
