Job Description TASK FORCE: Citywide Grants UNIT: Data & Systems JOB TITLE: One (1) Unit Head CONTROL CODE: CWG-25-01 SUMMARY: The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities. Within OMB, the Citywide Grants Task Force is responsible for monitoring the financial reporting and collection of all Federal, State, and non-government funds granted to the City, which totaled over $30 billion in FY24. With a mission of improving the timeliness of recognizing, claiming, and collecting revenue, the Task Force provides in-depth analyses, best practices, training, and support to the 50+ agencies that utilize grant funds, as well as to the OMB Task Forces with oversight of those agencies. The Data & Systems Unit is responsible for operating and improving systems used to monitor grant-related budgetary requests, identify variances from forecasts, and provide information to OMB task forces in support of their oversight of their agencies’ activities. This unit also coordinates activities with the other units within the task force (Grants Monitoring and Cost Accounting) to improve the capabilities used to claim and collect funds from Federal, State, and other entities. JOB DESCRIPTION: The duties of the position include the following: - Lead the Data & Systems Unit by managing a team of analysts to support multiple improvement efforts to grant-related data and systems. - Operate and maintain the OMB Capital Grant Management System (CGMS) and support development, testing and deployment of improvements. - Manage operational and ad-hoc data extracts from the City’s Financial Management System for both budget (FMS2) and accounting (FMS3) data. - Oversee the development of reports/dashboards to effectively present information, including trends and alerts, related to the City’s grant spending and revenue. - Support the distribution of organization-specific data and materials to authorized agency users. - Manage datasets and generate internal reporting on the status of grant-related workstreams. - Contribute to data cleansing, reporting and other analytical projects on an ad-hoc basis. QUALIFICATIONS: - Background in implementing and/or maintaining computer systems supporting users across multiple government organizations, ideally for fiscal processes related to grants. - Strong technical skills, including a proficiency with data analytics and Microsoft Office software. - Strong written, verbal, and interpersonal communication skills, including the ability to maintain working relationships inside and outside OMB. - Ability to work independently as a self-motivator and to motivate others. - Ability to work calmly and proficiently under pressure and to adhere to deadlines. - Ability to translate complex problems clearly and in nontechnical terms. - Prior experience working with data from FMS2, FMS3, and CGMS is desirable. REQUIREMENTS: Unit Head ($117,935): Bachelor's degree with a minimum of four years of relevant full-time experience developing application systems and managing large datasets across multiple platforms. All applicants must have at least one year of supervisory experience. Qualifications 1. A baccalaureate degree from an accredited college.
