The Sponsored Project Financial Analyst 2 (SPFA2) is part of the Sponsored Agreement Team (SAT) within Women's & Children's Services which consists of:  The Department of Pediatrics, the Institute on Development and Disability (IDD), the Department of Obstetrics & Gynecology, and the Center for Women's Health.

Function/Duties of Position

The Unit Sponsored Project Analyst 2 (USPA2) is part of the Sponsored Agreement Team (SAT) within Women’s & Children’s Services. The SAT groups provide comprehensive sponsored project administrative and financial management and the USPA2 specifically supports post award. This can include, but is not limited to: routine financial reporting, expense reconciliation, effort certification & labor adjustments, billing & revenue tracking, expense review & approval, and other tasks as needed. The USPA2 is the second level of a two level series. This classification is distinguished from the lower level by a higher level of decision making, more complex assignments, less supervision, a wider scope of responsibility, use of professional judgment to track multiple tasks and projects through various stages of development and implementation, working effectively under pressure of multiple deadlines, coordination of projects, and the preparation of forecasts and trends. Employees in this level work on analytical activities at least 70% of the time rather than procedural activities.

Required Qualifications Bachelor’s degree AND Five years of grants/contracts administration experience or five years of post award financial analysis experience, OR Seven years of grants/contracts administration experience or seven years of post award financial analysis experience, OR Certification from the Society of Research Administrators (CRA) AND five years of grant and contracts administration experience.Prior Academic Health Center or relevant financial specific experience performing analysis related to operational improvements and business cases. Highly proficient with use of PC including database and spreadsheet applications. Intermediate spreadsheet skills, including complex functions, formulas, and formatting. Experience with relational databases. Understanding of financial reporting concepts such as cost accounting and net present value analysis. Communication and interpersonal skills including the ability to consult with internal and external customers regarding matters/issues which may be sensitive in nature.Must possess intermediate knowledge of MS Office Suite and experience with advanced Excel functions. Must possess mathematical skills and financial experience required for preparation of financial reports and understanding of expenditures and intermediate database skills, including data entry, queries, reports, spreadsheets, etc.Must demonstrate ability to use sophisticated conceptual, numerical, and analytical skills to solve complex and unique financial problems.Must possess strong communication skills both verbal and written with good command of oral and written English, including grammar and spelling.  Must be detailed oriented. Must possess strong organizational skills, be flexible, and creative.Must have exceptional customer service skills both on the phone and in person and have experience serving diverse populations. Must have ability to work in a team environment, as well as ability to work independently. Must be proficient and professional in all aspects of office procedures.Must have ability to set and prioritize obtainable goals, be self-directed and work efficiently under pressure of multiple deadlines for multiple investigators.  Must have proven punctuality and attendance. Preferred Qualifications Four years accounting/financial analysis experience.Research, academic, or grant administration previous work experience. Two years of OHSU accounting/financial analysis experience.Advanced skill with MS Office Suite including Word, Excel, Power PointKnowledge of Federal policy and procedures such as Uniform Guidance and NIH Grants Policy StatementKnowledge of OHSU’s Office of Proposal and Award Management’s (OPAM) policy and procedures Knowledge of grant and contract opportunities in the area of research, training, and community outreach Experience with Oracle, Cognos, and Huron products.
