The Army Theater Operations Department (N216) is providing innovative methods to solve our sponsors most challenging problems by applying state-of-the-art engineering and scientific disciplines coupled with an exquisite operational understanding to achieve multidomain capable forces.  Our work program assists Army operations with the combined arms employment of US and Joint capabilities to maintain land dominance during competition, crisis, and conflict. The Army Theater Operations Department supports Surface Deployment and Distribution Command (SDDC), US Army Central (USARCENT), US Army Europe – Africa (USAREUR-AF), and US Army Pacific (USARPAC).

Roles & Responsibilities:
 

The Army Division Theater Operations Department (N216) in MITRE National Security is seeking to fill a Deputy Project Leader and Non-Kinetic Effects (NKE) Task Leader position based within the US Army Pacific (USARPAC) Headquarters at Fort Shafter, Hawaii.  Qualified candidates will have a strong background in Electronic Warfare (EW) and relevant non-kinetic effects mission command information systems.  Qualified candidates will have an awareness of current MITRE DoD & Services Cross-Cutting priorities and strategies, such as Space Warfighting, Joint Electromagnetic Spectrum Operations, and Counter C5ISRT.  Additionally,  the ability to apply and leverage operational analysis & experimentation through model-based systems engineering, data science, and Modeling and Simulations (M&S) capabilities will be key to continuing to deliver impact relative to critical sponsor mission challenges.

The selected candidate will provide critical project leadership across all aspects of the project, directly with USARPAC key sponsors, associated external government stakeholders & teammates, and direct project engineering teams. Primary focus areas include supporting the development of advanced technology prototyping and demonstrations aligned with major Pacific exercise venues that will enhance US Army Pacific’s Non-Kinetic Effects deployment, integration, and employment.  Applying systems engineering principles, the candidate will integrate MITRE Data Science and analytical tools to inform Theater Army NKE modernization activities and shape capability prioritization activities with the sponsored command. 

The expectation is this candidate will embody the principles and work to achieve the vision of our updated MNS Strategy. This position requires a self-starter, you will be working in a dynamic team environment, on non-routine tasks requiring novel approaches, with limited structure and supervision. This position requires onsite support with the sponsor in Honolulu, Hawaii and includes coordinating with the Project Leader to support a multi discipline MITRE team across the INDOPACOM and other Service Components.

This position requires a commitment and relocation for 3 years to Oahu, Hawaii in support of our work with USARPAC.  This position is physically located at Fort Shafter, Hawaii and collocated with the sponsor at the U.S. Army Pacific Headquarters. 

As part of MITRE’s Push to the Pacific initiative, employees hired to this requisition may be eligible to participate in a Hawaii Rotational Incentive program.  For select positions with high demand and difficult to fill skill sets, MITRE is proud to offer selected staff the opportunity to receive a 15% lump sum payment each year, for up to 3 years, and an additional 5% upon relocation to a non-Hawaii based location at the conclusion of the rotation program.  The above figures are based on current base salary upon selection to the Hawaii Rotational Rotation Program, less tax withholding and other applicable deductions.

Basic Qualifications:

Typically requires a Bachelor’s Degree in one of the following disciplines, Electrical Engineering, Cyber/Electronic Operations & Warfare, Data Analytics, or Artificial Intelligence / Machine Learning or similar field with 8 years related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.Knowledge of Army and Department of Defense Electronic Warfare and Non-Kinetic Effects Doctrine and Development ProcessesUnderstanding of Department of Defense (DoD) and Intelligence Community data standards and request processesPerform system decomposition and detailed analysis of complex systems.Task, Group, or Outcome Lead experience within a complex task or project team.This position requires a minimum of 50% hybrid on-site.

Preferred Qualifications:

Army doctrine, systems, and policy awareness.Demonstrated capability to self-learn new technologies.Strong written and verbal communication skills.Possess and maintain a DoD Top Secret/SCI security clearance.Possess experience with capabilities development and technology innovation activities, to include Joint and Army Cross Functional Team Development priorities, Defense Innovation Unit (DIU), and DARPA focus areas.Experience documenting capabilities development systems using JCIDS standards.Experience at an Army Service Component Command, Capability Development Integration Directorate (CDID), DEVCOM, or like innovation center.Possess experience with advanced Electronic Warfare Systems and associated Mission Command Information Systems.Knowledge and hands-on experience integrating electronic warfare data into disparate network transport systems and platforms.Knowledge and hands on experience using Model Based System Engineering tools and approaches to develop solutions for complex and technical requirements.Familiarity with and experience with MITRE business and personnel management tools (Clarity, Workday, etc)Awareness of emerging Joint EW standards, doctrine, and policies

Salary compensation range and midpoint:

$137,000 - $171,500 - $206,000 Annual
