RBC’s Office of the US CIO is responsible for the oversight of US technology supporting the firm’s Combined US Operations (CUSO). The CUSO includes Capital Markets, Wealth Management, City National Bank, RBC Bank (US), Global Asset Management (GAM), and Functions within the US.

This unique combo role of Sr. BA and Project Manager is accountable to the US CIO for the establishment, governance and oversight of the newly created US CIO function.  This hands-on role is responsible for contributing to target operating model design, creation and execution.

This will involve cross organization coordination and business / technical analysis, including management and delivery of US technology projects supporting cross-LOB regulatory and business-driven initiatives. Finally, this role is responsible for ensuring consistency of execution governance and assurance across technology functions and projects supporting CUSO, including risk management and value realization.

What will you do?

Support US CIO Change Management lead in oversight and governance of US Tech target operating model execution and business as usual (BAU) sustainability activities

Wear many hats while contributing to CUSO creation efforts, including business and technical analysis, project quality assurance, and project management and governance

Facilitate and engage in business analysis and definition of standards across platforms, coordinating with CUSO architecture as appropriate

Perform a gap analysis between current and future states or process re-engineering; assess and recommend highest value-added solution options

Assist in establishing priority and portfolio objectives leveraging business analysis expertise

Understand the business context and the impacts of the proposed change to people, processes, organizational structure, policies, and technology

Establish, develop, and maintain strong relationships with Sponsors, Stakeholders, RBC business, risk, and enterprise partners

Champion strong project governance and execution assurance processes

Prepare program roadmaps and implementation plans to align with executive and regulatory approval

Manage overall project financials and track value for effective decision-making

Work closely with executive leadership, project managers and 3rd party providers to enhance efficiency and successfully deliver multi-year programs on time

Partner with cross functional teams to influence and navigate business and tech priorities and needs, reaching a consensus that will meet regulatory expectations and best business outcomes

Determine the appropriate project structure, methodology, and tool set given the initiative and team while aligning to CUSO and enterprise standards

Facilitate discussion leading to collective decision-making, goal setting and conflict resolution

Remove impediments to delivery success through the proactive management of external dependencies and problem-solving, considering options and selecting solutions; escalate issues through business and/or IT channels where necessary

Navigate and identify shared IT services and opportunities for rationalization, alignment and governance.

What do you need to succeed?     
Must-have

6+ years’ experience in business/technical analysis in a bank environment

6+ years’ experience in project delivery with waterfall and agile teams at a bank

Experience within financial services sector supporting and delivering business and technical projects

Experience managing complex initiatives across disparate stakeholders

Experience with agile practices including scrum/Kanban, agile ceremonies (standups, backlog refinement, team demos)

Understanding of IT Risk and Federal Reserve Board (FRB) Regulatory requirements to incorporate into project analysis and delivery

Experience responding to and delivering FRB Matters Requiring Attention (MRA) or Matters Requiring Immediate Attention (MRIA), including constructing a plan and navigating complex, evolving or abstract requirements

Experience scheduling activities across multiple and global delivery teams to deliver a common capability

Strong communication skills with ability to work cross-functionally to articulate, measure and solve complex, often abstract issues in a fast-paced environment

Excellent documentation, attention to detail, thoroughness and strong ownership of work

Proficient with Microsoft Office applications (Excel, PPT, Project)

Experience with JIRA, Confluence and Sharepoint

Deadline-driven and results-oriented; able to meet consistently high-quality standards while handling a variety of tasks and deadlines simultaneously.

Experience with ITIL (IT Infrastructure Library), CMMi (Capability Maturity Model) and SDLC (Software Development Lifecycle)

Expert knowledge and proven experience in requirements analysis and documentation:

Business Process Modelling

Use Cases and Scenarios

Data Requirements

Business Rules Analysis and Decision Modelling

User Interface Design

Non-Functional Requirements

User Stories, Story Decomposition, and Story Mapping

Expert knowledge and proven experience in requirements management and communication – requirements walkthroughs; scope and change management; traceability; configuration management, Backlog Management


Nice-to-have

Knowledge of Scaled Agile practices

Experience with Planview and/or RBC MIS (Management Information System)

Solid financial experience, ideally with capital expenditure requests

The good-faith expected salary range for the above position is $110,000 - $190,000 depending on factors including but not limited to the candidate’s experience, skills, registration status; market conditions; and business needs.  This salary range does not include other elements of total compensation, including a discretionary bonus and benefits such as a 401(k) program with company-matching contributions; health, dental, vision, life and disability insurance; and paid time-off plan.
