+ Coordinates processes associated with Public Works’ Utilities Maintenance operations, construction, inspection, maintenance, projects and asset records using specialized applications and standards.

Essential Functions
Handles moderately complex issues and problems and refers more complex issues to higher-level staff. Is capable of performing basic to moderately complex issues and provides team support and training, as needed.
Supports various teams and activities of Water Renewal Utilities Maintenance by handling moderately complex issues, coordinating tasks and investigating problems. Consults with higher-level staff on complex and urgent matters. Provides in-office support for field teams and specialized applications.
Reviews and analyzes Geographic Information System (GIS) data and records to identify underground assets, protect city infrastructure and assess utility liability. Reviews claims and prepares relevant information for review by claims team.
Creates inspection groups for the closed-circuit television (CCTV) crews and maintains sewer line cleaning schedules using specialized software. Reviews CCTV inspections from city and contractor crews and maintains a QA/QC program for those inspections. Documents work completed and maintains work log of service requests, equipment malfunctions, software errors and failures. Performs maintenance and update functions for the CCTV system platform. Reports collection system performance to the supervisor.
Supports the construction team by working closely with the project or construction manager to define project schedules, tasks, timelines and estimates. Monitors task progress and project schedule milestones. Identifies and escalates issues as needed.
Coordinates indexing, removal, updating and retrieval of electronic and paper documents into the digital imaging and utility records management systems. Maintains written and computerized records and serves as a subject matter expert in electronic records management. Prepares, organizes and maintains files, tracking systems and documents for construction activities.
Supports work order creation and definition, maintenance record development and asset management of lift stations, buried pipe, chemical dosing and other utility infrastructure. Assists field staff in the creation and assignment of preventative and corrective work orders and records. Applies oversight and standards for maintenance records completeness and integrity. Reads and interprets blueprints and technical manuals to research parts and equipment. Verifies asset data in the field.

Requirements
Required Knowledge, Experience, And Training
+ High school diploma or equivalent and
+ 2 years of wastewater, asset management, utility operation, maintenance or other directly related experience, or
+ an equivalent combination of education and/or experience.
Knowledge of:
+ general office and maintenance practices, procedures and basic equipment;
+ general customer service techniques;
+ data collection and research techniques and methods;
+ construction, inspection, maintenance and safety terminology;
+ methods and practices involved in records management; and computer usage including related software.
Ability to:
+ work independently, evaluate information and provide analytical review of data;
+ make decisions in new situations in accordance with rules, regulations and policies;
+ interpret construction, maintenance and safety documents, policies and procedures;
+ apply consistent standards and data formatting;
+ evaluate data and written information;
+ utilize measurement tools;
+ communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.
Preferred Knowledge, Experience, And Training
+ Associate's or higher degree in relevant subject or equivalent and
+ 3 years of wastewater, asset management, utility operation, maintenance or other directly related experience, or
+ an equivalent combination of education and/or experience.
Idaho wastewater occupational licensure level two or higher.
Knowledge of:
cleaning, inspection and repair techniques of sewer lines; various types of sewer line cleaning and maintenance equipment along with related safety procedures and techniques; and video and picture editing techniques.
Ability to:
become proficient in computerized applications such as CMMS (maintenance/asset management), scheduling tools, mapping/GIS, and project management; prepare drawings and maps, using standard GIS techniques; prepare technical reports using Crystal and Information Public Sector (Infor) software; write technical standard operating procedures, safety protocols and technical reports; analyze and graphically present data and performance measures; use GPS locating equipment; and research records and construct a report with probable or contributing causes.
Licensing And Other Requirements
Must have a Pipeline Assessment Certification Program (PACP) certification within two years.
Valid state-issued driver's license.
Ability to obtain a Wastewater Collections Operator Class I certificate or Operator in Training (OIT) within six months of employment.
