Utilities Optimization Manager

University of Maryland, Baltimore (UMB) is currently seeking a Utilities Optimization Manager to join the Department of Facilities Operations.

PRIMARY DUTIES

Develop, maintain and update a Utility Reduction /Energy Conservation Plan as well as a Utility and Energy Masterplan.Develop and institute energy conservation initiatives (ECI's) with ROI analyses including PJM Demand Response (DR) Programs and Energy Performance Contracting (EPC).Improve UMB's Energy Utility Measurement Systems - Find cost-effective solutions to measure our consumption and provide feedback on our conservation efforts.Identify and implement energy conservation measures designed to reduce the University's consumption of electricity, fuel, chilled water, steam, and water.Serve on the USM Energy Consortium, advocating for renewable energy procurementDrive the overall analysis of energy performance opportunities and provide reporting on the impact of those projects to leadership, including cost and labor savings and other metrics requested.Collect and report annual energy usage data and REC purchases (both annual year and fiscal year) to appropriate partiesDrive the overall analysis of energy performance opportunities for UMBInvestigate new technologies and best practices.Provide data-based recommendations for energy products, power generation, production, consumption, and efficiencies for the entire campus, including steam, electrical, high-temperature hot water, and chilled water to ensure energy and cost efficiencies are being met.Provide monthly electric, chilled water, and steam allocation reports to the Finance department utilizing Square D Eco-Struxure Power Monitoring Expert system.Provide future utility consumption forecasts and costsProvide metering data and reports to Design and Construction to support Campus Infrastructure projectsCreate and monitor reports in Square D PME system to identify energy consumption issues across campusAnalyze and evaluate utility billing and negotiate with utility vendors to resolve any discrepancies

MINIMUM QUALIFICATIONS

Bachelor's degree in mechanical, industrial, electrical or energy engineering, or other field which requires quantitative analysis of energy data is required. Master's degree preferred.Six (6) years’ experience in utility management. At least two (2) of those years’ experience should be with a complex district energy facility environment with demonstrated success in energy saving projects.Two (2) years of direct supervision and/or responsibility for training, work coordination, and monitoring the work of others.Certified Energy Manager (CEM) and/or Professional Engineer (PE) is preferred.Equivalent combination of education and experience may be considered.

KNOWLEDGE, SKILLS, AND ABILITIES

Financial Management - Comfortable using capital budgeting tools (e.g. ROI, NPV, simple payback, IRR, MIRR); setting up project pro-forma financial statements, forecasting annual project free cash flows, performing project valuations using discounted cash flow analyses and assessing risk through break-even sensitivity and scenario analyses.Experience with Block Index Energy Commodities' purchasing for a large University System. Familiar with current trends in the energy markets and government energy regulation and ability to direct service providers who perform energy market risk evaluations and provide guidance on local energy market prices (i.e. PJM, Transco Zone 6 non-NY and TCO Pool) as well as forward energy markets.Energy Management Systems - Fundamental knowledge of how TCP/IP Networks function; can support campus IT communications group with infrastructure planning; experience with programming building management systems (Siemens Apogee) and utility metering systems (Schneider Electric Eco-Struxure PME) and with integrating 3rd-party devices into legacy systems.Statistical Analyses - Ability to construct building energy models using regression analyses and perform Monte Carlo Simulations to determine range of possible outcomes.Proficient with MS Excel, Word, AutoCAD, Siemens PPCL and Square D MODBUS.Ability to download data tables from campus building automation and metering systems into excel (or other analytics tools) and create ad hoc reports for senior management.Advanced data analytics capabilities.Read and interpret blueprints.Experience with Energy Star Portfolio Manager Familiarity with building automation systems.Knowledgeable of building operating systems, energy efficiency, renewable energy, cost-benefit analysis, energy auditing, principles of sustainability, and strategic energy management.Proficient in mathematics and business analysis as it pertains to forecasting and utility rate analysis.Ability to communicate and interact with, as well as support effective partnerships with peers, internal and external parties.Ability to prioritize ongoing and new projects, as well as conduct research and gather facts.Consultation and change management skillsOral/written communication, presentation, and interpersonal skills

HIRING RANGE: $110,000 - $122,000 per year (Commensurate with education and experience)
