Under the direction of the San Manuel Utility Authority (SMUA) General Manager, the Utility Analyst will provide high-level quality support services to ensure the efficient functioning of the Utility Authority. This Analyst is a skilled professional responsible for analyzing and optimizing utility operations, providing project management support, maintaining document control, and generating reports. The ideal candidate will have a strong analytical background, be self-motivated and an interest in a career in the utility industry.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Ensures the departmental compliance with contractual terms of mission-critical operational agreements and receives similar compliance from contracting parties in accordance with laws and regulations (i.e. emissions limits and standards). Analyzes and reports on resource performance, creating contractual guidelines for related resource functions. 2. Collects, analyzes, reports, and recommends on utility data (electricity, water, gas) to identify trends, inefficiencies, and opportunities for cost savings. Reconciles multi-million-dollar natural gas and purchased power expenses and prepares monthly and quarterly budget comparisons. Supports grant applications and administration. 3. Generates internal and external communications for the department and ensures appropriate and timely follow-ups on requests for information or actions. This includes: (a) scheduling and developing agendas for SMUA Board meetings; taking detailed notes during meetings and tracking next steps and follow-ups to completion and (b) gathering and reviewing information to create high quality, timely presentations and decision centered materials for SMUA Board meetings, with the Tribal community or other audiences (internal and external). 4. Responsible for file management to ensure Utility Authority adheres to defined use/workflow processes and standards related to confidentiality, compliance and risk management. Responsible for working with stakeholders and finding data/project management solutions as needs arise. 5. Conducts research and evaluates market survey data, grants, regulatory/legislative developments and other potential opportunities/risks (i.e. transportation electrification, hydrogen, carbon reduction strategies, sustainability and emerging distribution technologies, as directed). Analyzes and compiles findings into reports and presentations. 6. Participates in the development of utility operating and risk management policies, procedures and practices. Creates and contributes to strengthening internal systems/processes to ensure quality, consistency, and mission alignment of initiatives, decision-making, and communications. 7. Assists in the development and issuance of request for proposal (RFP) for Energy, Natural Gas, Resource Adequacy, and Emissions Credits by performing market-based research and analysis. 8. Performs other duties as assigned to support the efficient operation of the department.
EDUCATIONAL, EXPERIENCE AND QUALIFICATIONS
Bachelor’s degree from an accredited college or university, with major coursework in engineering, mathematics, statistics, economics, business, finance, computer science, environmental science or related field, required.
Minimum two (2) years of related experience required.
Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)
Ability to analyze and interpret contracts as to content and applicability and assist in the formulation of recommended courses of action; analyze and interpret utility load, generation and sales data; perform data and economic analysis; effectively communicate complex subjects to diverse audiences using good written, oral and presentation skills; establish and maintain effective working relationships with associates, management, legal counsel and others; analyze and assist in the development of operating strategies, technical resources, planning studies, and contractual guidelines.
Comfort managing large amounts of data, building complex management tracking tools, developing industry-best policies & procedures, creating sophisticated presentations, and communicating with other departments and management.
Ability to use independent judgment and initiative in the planning, organization, and performance of confidential reporting.
Experience with contract initiation, administration, and compliance; research, analysis, and evaluation of utility operations, market conditions, funding opportunities, etc.
Ability to coordinate assigned activities with other San Manuel divisions, departments, and outside agencies.
Knowledge of operational characteristics, services, and activities of electrical distribution operations, SCE and CAISO procedures and protocols, and distribution standards is preferred.
Knowledge of contract principles, structure and purpose; contract and project development and management processes; basic electric systems principles and theory; integrated resource planning; power generation and transmission resources; and risk management preferred. Grant writing and administration a plus.
Must be proficient in Microsoft Excel, Word, Bluebeam (or similar), PowerPoint, and SharePoint
Infor FSM, Conga, and Power Automate a plus.
Ability to multitask effectively in ambiguous situations while demonstrating the ability to hit deadlines.
Possesses exceptional interpersonal, oral, and written communication skills with the ability to communicate effectively.
REQUIRED LICENSES, CERTIFICATIONS AND REGISTRATIONS
At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
