The USAID-funded Non-Revenue Water Management project, implemented by Tetra Tech International Development, is currently accepting expressions of interest from qualified candidates for a Utility Digitization Specialist. This is a full-time position based in Hebron with frequent travel to Halhul and Dura.
The purpose of this project is to improve Palestinians’ access to safe, reliable, sustainable, and climate resilient water services through: 1) the development and strengthening of the institutional capacity of the Hebron, Halhul, and Dura water utilities for sustainable, reliable, and climate-resilient water delivery service; 2) the implementation of strategic infrastructure works to support the objective of the activity; 3) the design and implementation of innovative solutions to expand the use of smart water management technologies for efficient, timely, and transparent water management; and 4) the design and implementation of innovative measures and public awareness campaigns to promote effective water governance at the utility and foster social behavioral change toward more efficient and responsible water use practices and trends. This is a full-time position based in Hebron with regular travel to Dura and Halhul.
The Digitization Specialist will work under the guidance of the Commercial Specialist to lead the digitization efforts for payment systems within the three water utilities. The Digitization Specialist will play a key role in assessing the feasibility of digitizing payments for water services and developing cutting-edge solutions to enhance efficiency, customer experience, and overall operational effectiveness. The Digitization Specialist will work with each water utility to compile and digitize customer records to analyze payment systems.
Responsibilities:
· Identify customer records, databases, and systems with the water utility commercial and technical teams.
· Develop a brief report on the capacities of the existing systems to digitize payment records, including the data available in records.
· Analyze existing payment processes, identifying bottlenecks, security concerns, and opportunities for improvement.
· Develop a filing system for water utility records.
· Convert analog data into digital format.
· Aggregate and synthesize data from multiple sources to inform utility decision-making.
· Collaborate with cross-functional teams to develop a comprehensive digitization strategy tailored to the specific needs and objectives of the three water utilities.
· Ensure robust security measures to safeguard customer data and financial transactions.
· Ensure compliance with relevant industry standards, regulations, and data protection laws.
· Work closely with IT designers to create user-friendly interfaces that enhance the customer experience during the payment process.
· Develop and deliver training programs for internal staff and external stakeholders on the use of digitized systems.
· Provide ongoing support to address issues and ensure a smooth transition to digital payment processes.
· Document project activity reports and critical lessons learned with the three water utilities and stakeholders on the digitization initiative.
· Perform other tasks defined by the Institutional Support Advisor
Qualifications:
· Bachelor’s degree in Information Technology (IT), Computer Science, or a related field AND a minimum of three (3) years of professional experience in digital systems.
· Strong understanding of security protocols, compliance requirements, and best practices in digital systems.
· Ability to drive initiatives from conception to implementation.
· Effective communication and collaboration skills to work with cross-functional teams and external stakeholders.
· Proven leadership, organizational, and writing skills.
· Professional fluency in Arabic is required.
