*****This contract is located in Woodbridge, VA with Prince William County
Programmer Analyst needed to work with financial applications, reporting and batch processes.
1. Assumptions
Position to start as soon as possible; ending 6/30/12 with potential add-on for up to six (6) months.
All work will be performed onsite.
All work will be performed in a 7.5 hour workday between 8:00 AM and 5:00 PM as agreed upon by the contract resource and the project manager.
Contract resources will not be expected to perform work on County holidays or be onsite unless exceptions are made by the project manager for emergency situations.
The County will not be accountable for providing work or payment of a contract resource on County holidays unless the aforementioned emergency has been agreed upon and documented.
All work will become the property of Prince William County.
All work will be done through the oversight of the project manager and/or team lead.
All software tools referenced in tasks will be provided by the County.
The County will not be responsible for the proficiency of contract resources but will assist in learning any tools utilized by the County.
The County expects contract resources to be proficient on latest technological tools. However, it is recognized task or project specifications occasionally require updating of skills while assigned to County projects/tasks. The County can assume payment of time for those contract resources while payment of training courses is assumed by the contractor.
Contract resources will be subject to a background investigation
Contract resources will record their tasks and time into ChangePoint, DoIT’s standard project/task management software tool, on a weekly basis.
A contract resource will be responsible for maintaining separate written timesheets with signatures as required by the County’s Internal Audit.
2. Tasks and Deliverables
Tasks and deliverables for this project include:
1. Interaction with DoIT staff -
a. Task: Work in conjunction with DoIT staff to assess, perform and document tasks associated with business application.
b. Task: Meet with DoIT staff and/or County agency staff to determine business applications requirements and/or needs.
c. Deliverables:
i. Application requirements or requirements updates in the form of a new or updated requirements/traceability matrix as per County development standards
ii. System Architecture Design
iii. Process tasks supportive of County staff as it relates to business applications
iv. Business application program updates
v. Application test plans or test plan updates in the form of a new or updated requirements/traceability matrix as per County development standards
2. Business application reporting -
a. Task: Create or modify business application reports using the appropriate version of Crystal Reports (currently versions 11 and 12).
b. Task: Meet with DoIT staff and/or County agency staff to determine business applications requirements and/or needs.
c. Deliverables:
i. New or updated Crystal Reports
ii. Application requirements or requirements updates in the form of a new or updated requirements/traceability matrix as per County development standards
iii. Design specifications for new or modified reports according to County standards
iv. Application test plans or test plan updates in the form of a new or updated requirements/traceability matrix as per County development standards
3. Microsoft Access Database Support -
a. Task: Modify or troubleshoot General Government Microsoft Access databases. This includes meeting with DoIT and/or County agency staff to develop the requirements for code development and/or modification.
b. Deliverables:
i. Updated Microsoft Access modules/programs
ii. Application requirements or requirements updates in the form of a new or updated requirements/traceability matrix as per County development standards
iii. Design specifications for new or modified programs according to County standards
iv. Application test plans or test plan updates in the form of a new or updated requirements/traceability matrix as per County development standards.
4. SQLServer (versions 2000, 2005, 2008) function/procedure development -
a. Task: Develop or modify General Government functions/procedures in SQLServer. This includes meeting with DoIT and/or County agency staff to develop the requirements for code development and/or modification.
b. Deliverables:
i. New or updated SQLServer functions/procedures
ii. New or updated SSIS packages
iii. Application requirements or requirements updates in the form of a new or updated requirements/traceability matrix as per County development standards
iv. Design specifications for new or modified functions, procedures, and/or SSIS packages according to County standards
v. Application test plans or test plan updates in the form of a new or updated requirements/traceability matrix as per County development standards.
5. Product research -
a. Task: Research new or existing product technical specifications and/or functionality according to County staff needs. This includes meeting with DoIT and/or County agency staff to determine the business requirements for the task.
b. Deliverables:
i. Documented new or existing product technical specifications and/or functionality
ii. System architecture
iii. Vendor contact information
