Responsibilities Summary This position is directly responsible for the development of all GEO Group detention and corrections responses to Requests for Proposals (RFPs) or Information, Sources Sought Notices, and other various business opportunities to support business development efforts for the organization. This position requires an individual who has a thorough knowledge of government procurement regulations, government bid solicitation requirements; and the ability to ensure the proper preparation of complex technical and cost proposals in a team environment, under tight deadlines. Primary Duties and Responsibilities Receives and analyzes solicitations; develops proposal management plans. Ensures compliance with RFP instructions. Establishes project teams and assigns response requirements to appropriate subject matter experts. Follows up with team members to ensure timely submission of assignments. Ensures the quality of written proposal material, supervises the proposal development team, coordinating attendance at pre-bid conferences and site visits, and responding to government requests for clarification. Produces a significant portion of original written material for proposals. Edits content for timely and accurate proposal submissions and solicits input from key departments as needed. Assists in coordinating the development of staffing plans and organizational charts and narratives in conjunction with operations department. Reviews and authorizes responses to clarification and deficiency requests, development of final proposal revisions and best and final offers. Coordinates Technical and Quality Reviews of proposals. Interfaces with senior staff, functional or subject matter experts, facility management, corporate executives, and various departments to respond to questions and complete proposals in a timely manner. Supervises proposal production and shipping processes. Assists domestic and international subsidiary business developments as needed. Performs other duties as assigned. Qualifications Minimum Requirements Bachelor's degree in Business Administration, Marketing, Communications or related field. Ten (10) years prior experience developing government proposals. Significant writing experience necessary. Related experience in Corrections or Law Enforcement desirable. Must demonstrate multiple skills and responsibilities in a dynamic environment, while working on multiple projects. Excellent editing, organizational, analytic, and interpersonal skills. Excellent oral and written communication skills. Experience in finding solutions and information for problems. Ability to work on short-term assignments with tight deadlines while managing multiple tasks and projects. Ability to work with computers and the necessary software typically used by the department.
