Responsibilities Summary The Vice President, Proposal Development is responsible for leading, planning, scheduling, and overseeing the development of proposals, marketing material, and procedural guidance to support business development efforts. The position will supervise proposal staff and manage corporate wide processes and tools related to successful development of compliant, competitive, and compelling proposals under tight deadlines. This position requires an individual who has a thorough knowledge of corporate business development, proposal management, and government procurement processes. This position will be responsible for maintaining the department’s database of proposal responses, boilerplates, resumes, and past performance information. This position interfaces with functional and subject matter experts, Corporate executives, and various departments to respond to questions and complete proposals in a timely manner. Primary Duties and Responsibilities The Vice President, Proposal Development supervises and mentors proposal staff. Monitors, reviews, and analyzes Federal, State, and Local procurement solicitations. The Vice President, Proposal Development develops proposal kick-off materials, schedules, and outlines. Establishes project teams and assigns response requirements to appropriate subject matter experts. Follows up with team members to ensure timely submission of assignments. The Vice President, Proposal Development facilitates storyboarding and content development meetings. Produces written material for proposals and edits content for timely and accurate proposal submissions. The Vice President, Proposal Development coordinates the development of staffing plans, organizational charts, job descriptions, and staff deployment plans with Operations and Human Resources. Develops compliance matrixes and evaluates proposal submissions for compliance with solicitation instructions. The Vice President, Proposal Development coordinates proposal review, production, and transmittal. Oversees annual facility information surveys for boilerplate updates. Reviews boilerplate material and coordinates development of new material. The Vice President, Proposal Development develops templates and standardized processes to streamline proposal development. Performs other duties as assigned. Qualifications Minimum Requirements Bachelor's degree in Business Administration, Marketing, Communications, or related field. Ten (10) years prior experience in proposal management. Ability to collaborate across multiple service lines to develop strategic business development materials and support business growth. Understanding of Federal, state, and local procurement practices. Correctional or Law enforcement background desirable. Proactive, customer-focused, and able to interact professionally across all levels of personnel, including executive leadership, subject matter experts, and supporting staff. Excellent written and oral presentation skills and proven ability to understand and communicate technical concepts in a compelling and persuasive manner. Capable of working under tight deadlines, with the flexibility to work on several projects concurrently in a fast-paced work environment. Strong leadership, problem-solving, and decision-making abilities. Proficiency in MS Office Suite. The GEO Group, Inc.
