S ummary
Join the team responsible for planning, budgeting, funding, overseeing, and developing implementation strategies for the MTA’s Capital Program. MTA C&D Development plays a pivotal role in determining what, when, and how the MTA builds – prioritizing capital investments, evaluating project scopes, establishing the project and program budgets, maximizing external funding opportunities, monitoring and reporting on Capital Program performance; and strategically coordinating packaging, and scheduling work to maximize benefits and minimize construction impacts to MTA riders.
This position will join MTA C&D’s Transit Project Development unit, the team responsible for planning, prioritization, scope selection and definition, budget development and oversight, and project lifecycle monitoring for NYC Transit and MTA Bus capital projects.
Transit Project Development ensures that capital investments provide the best value for MTA customers and agency operations and maintenance needs by facilitating and overseeing the advancement of capital projects throughout their entire project lifecycle. More specifically, Transit Project Development is responsible for planning, prioritization, scope selection and definition, budget development and oversight, and project lifecycle monitoring for NYC Transit capital projects. Transit Project Development also manages the federal grants process for NYC Transit capital projects.
The team works closely and collaboratively with stakeholders across the MTA, including project sponsor departments at NYC Transit and MTA Bus and MTA C&D’s Planning, Delivery, and Contracts departments.
The Vice President of P roject Development plays a critical control role in managing many of these core activities: developing the five-year capital program; prioritizing projects for inclusion in the capital program; budget development and oversight ; monitoring how projects attain their lifecycle commitment and completion milestones; and managing the federal grants process.
Responsibilities
Responsibilities may include the following:
Coordinate the development of the five-year capital program for NYC Transit projects and periodic amendments to the capital program.
Specifically:
Work with C&D Planning, NYC Transit sponsor departments, and other stakeholders to prioritize investments for inclusion in the capital program.
Align priorities with MTA funding targets for NYC Transit projects.
Ensure that the content of the capital program is consistent with corporate goals and legal requirements.
Establish a basis for project budgets using the best available information from C&D Delivery and/or analysis of historic investments.
Manage the bundling of projects to develop efficient contracts that minimize costs, customer impacts, and administrative burden s .
Prepare data and text for publication in the approved capital program book.
Prepare presentations about the capital program for executive leadership and outside stakeholders.
Coordinate the development and management of annual commitment and completion plans for NYC Transit projects. Specifically:
Work with C&D Delivery, C&D Contracts, and other stakeholders to establish commitment goals for each year.
Oversee the tracking of projects on the annual commitment plan , monitoring of yearly project commitments and completions , and monthly reporting on milestone performance for submission to the Capital Program Committee (CPC) and C&D executive management.
Develop reports on the performance of the capital program, including unique queries for senior management.
Manage the maintenance of the Project Status Report (PSR) system and recommend PSR system enhancements for enhanced oversight and control.
Manage the federal grant process for NYC Transit projects to facilitate the distribution of billions of dollars in critical external funding to capital projects in the MTA capital program.
Specifically:
Identify a pool of potential candidate projects to receive federal funding, recognizing eligibility constraints.
Work with MTA Capital Funding and other stakeholders to pursue a coordinated grant development strategy.
Manage a team that is responsible for the preparation of grant applications for new federal grants and grant revisions/amendments, as well as the preparation of other project-level documentation required by the FTA (force account plans, project management plans, etc.)
Ensure that applications and related documents clearly define project scopes/benefits and are based on the best available cost information.
Oversee regular reporting on the status and performance of federally funded projects.
Coordinate FTA meetings and interfaces, including FTA Quarterly meetings, in collaboration with MTA Capital Funding.
Coordinate FTA oversight activities such as the Triennial review.
Implement new FTA requirements as needed.
Education and Experience
Bachelor’s degree in Transportation, Urban Planning, Business, Public Policy, Construction Management, Finance/Economics or a related field
Master’s degree in Transportation, Urban Planning, Business, Public Policy, Construction Management, Finance/Economics, or a related field preferred.
Must have a minimum of sixteen (16) years of experience in Transportation, Construction, Infrastructure, Finance, Planning or a related field.
Must have a m inimum of twelve ( 12 ) years of managerial experience.
Familiarity with the MTA’s operating agencies and their construction support resources
Knowledge of railroad practices, procedures, systems, and applications.
