Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Visual Information Specialist (Web Design). You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: Sacramento, California Responsibilities Consults with Office of Communications managers, the web manager, public affairs specialists, and other team members, including regional/area office customers for the design, modernization, and publishing of comprehensive Internet and Intranet web sites Based upon customer and public affair specialist input, develops, and presents site maps schematics, draft site descriptions and layout alternatives for corresponding web pages. Conceptualizes, designs, lays out and executes a variety of styles and visual media using computer graphics software to produce a variety of projects. Products include comprehensive charts, diagrams, cover designs, color posters, signs, and other similar materials which convey graphically or technically factual material such as statistical, technical, administrative, or related data in support of all Regional activities or other Federal Agencies. Assist Information Technology (IT) and other subject matter experts to implement strong working knowledge of various Content Management Systems particularly Dreamweaver & Drupal. Will assist IT and other regional, national subject matter experts to support the implementation of various web design features and functionality by using UX, HTML, CSS, JavaScript, and backend revisions/improvements, various web analytics tools, and other Search Engine Marketing (SEM) tools. Responsible for assisting with the implementation and use of HTML and CSS and design software (e.g., Photoshop/Adobe), understanding of UX/UI (user experience/user interface) design, knowledge of SEO (search engine optimization), WordPress development experience, have professional and clear visual design sense. Integrates computer systems, software, and output devices to design, create, and produce desired products. Edits partial or complete products for readability, clarity of expression, continuity of thought, correct use, and presentation of technical information. EDUCATION: Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. (Note: You must attach a copy of your transcripts.) -OR- B. EXPERIENCE: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other artwork, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. Specialized Experience: To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in federal service having demonstrated experience in: Coordinate and manage website ensuring information delivered is current and accurate; coordinates program managers, Information Technology Staff and other organization staff regarding web presence, content, and needs. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. -OR- Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree in a curriculum that is qualifying for this position. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on my official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Specialized experience is defined as but not limited to: Maintain, coordinate, and manage website ensuring information delivered is current and accurate; coordinates program managers, Information Technology Staff and other organization staff regarding web presence, content, and needs; researching information that enhances the value of the site and coordinating with support personnel regarding web presence, content and customer needs; editing website ensuring all information correct and up to date. -OR- Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience: For the GS-11, you must have one year of specialized experience at the GS-09 grade level or equivalent pay band in the Federal Service. Specialized experience is defined as but not limited to: Design, develop, maintain, coordinate and manage website ensuring information delivered is current and accurate; coordinates program managers, Information Technology Staff and other organization staff regarding web presence, content and needs; researching information that enhances the value of the site and coordinating with support personnel regarding web presence, content and customer needs; performing troubleshooting and problem-solving various networks and websites; implement new standards and policies pertaining to electronic communications; editing website ensuring all information correct and up to date. -OR- Education: Substitution of Education in Lieu of Specialized Experience: Possess a Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related to course of study in Public Relations. (Note: You must attach a copy of your transcripts.) -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
