Masters Degree Perferred Minimum Requirements: Establish and maintain education and experience requirements, to ensure that the personnel have a 21st century understanding of the evolving labor force and the needs of individuals with disabilities. Bachelor's Degree Attainment of a Bachelor's degree from an accredited college or university in a field of study reasonably related to vocational rehabilitation, to indicate a level of competency and skill demonstrating basic preparation in a field of study such as: + vocational rehabilitation counseling + psychology + disability studies + business administration + human resources + special education + supported employment + customized employment + economics + another field that reasonable prepares individuals to work with consumers and employers Years of Experience For each year of work experience required in the qualifications, an applicant shall have 12 months of full-time work experience in one, or in a combination of the areas listed below, to receive credit for an entire year of paid or unpaid experience consisting of: Bachelor's degree plus not less than 3 years of paid or unpaid experience consisting of: + direct work with individuals with disabilities in a setting such as an independent living center, or a transition education program for youth with disabilities ages 14-21 + direct experience as an employer + direct experience as a small business owner or operator + direct experience in self-employment + experience in human resources + experience in recruitment + experience in supervising employees + experience in training + experience in other activities that provide experience in competitive integrated employment environments Advanced Degree A Master's or Doctoral degree from an accredited college or university in one of the following fields of study can substitute for the one year of required professional experience: + vocational rehabilitation counseling + law + psychology + disability studies + business administration + human resources + special education + management + public administration + another field that reasonably provides confidence in: + the employment sector + in a disability field + or in both business-related and rehabilitation-related fields This position is also responsible for providing independent, professional vocational rehabilitation counseling to individuals with diverse disabilities with the provision and coordination of complex services in order that they may attain or maintain employment. The incumbent of this position will access client information, maintain case records, produce correspondence, and perform other automated functions within the scope of the position's responsibilities. This position will travel to assist Unit Staff with maintaining compliance and continuing case processes to cover caseloads of vacant positions. Provides consultation to VR Counselors and Supervisors. Assesses medical, psychological, and/or vocational information to determine eligibility and to develop individualized services to achieve vocational outcomes. Provides technical assistance to internal and external customers for the Area. Conducts and/or provides assistance to counselors in providing in-depth interviews of individuals with disabilities requiring complex rehabilitation strategies to determine eligibility for vocational rehabilitation services and developing an employment outcome. Consults with internal customers regarding, and provides counseling and guidance in career planning for, individuals with disabilities who require complex rehabilitation strategies and coordinates or negotiates services leading to successful employment outcomes. Develops and provides consultation to the Area staff regarding employer contacts and serves as liaison with employers. Devises placement opportunities to assist eligible individuals with disabilities in obtaining appropriate employment. Provides selective job development and placement and provides technical assistance on the use of employment strategies to internal and external customers. Coordinates, collaborates, facilitates, or directs, with a team approach, other placement activities including, but not limited to job development, job analysis, job forecasting. Provides technical assistance and training to internal and external customers. Manages resources and/or provides technical assistance regarding financial accountability according to State and Federal regulations and policies. Assesses needs and develops appropriate resources for the Area. Assesses training needs, provides technical assistance, and conducts specialized training to internal customers. Participates and provides training experiences designed to enhance professional competency and the understanding of policy, procedures, and good practices in vocational rehabilitation.
