JOB SUMMARY

This job supports the Highmark Health Office of the Western PA Market President with a range of operational and strategic activities essential to the enterprise business outcomes and change management activities. A key member of the leadership team, the VP must be a strong leader who is able to work effectively across the organization. Serves as a key partner and representative of the President to the other Highmark Health executive leaders in a highly matrixed environment. Develops key initiatives from a data-driven approach. Plans and delivers on key operational strategic initiatives focused on removing barriers to create unified operations. Will be a critical influencer across leadership and must drive a culture of accountable and collaborative communication. Able to serve as an extension and/or delegate of the Western PA Market President, the leader will at times will represent the Market President in internal meetings or in external meetings.


ESSENTIAL RESPONSIBILITIES

Serve as an extension and/or delegate of the Western PA Market President and at times will represent them in internal meetings or in external meetings. •Will be a critical influencer across leadership and must drive a culture of accountable and      collaborative communication.Using a data-driven approach, develops opportunities and initiatives in the Living Health model for WPA market and AHN as pacesetter program providerPlans, leads and deploys key operational initiatives on behalf of the Highmark Health Western PA Market President. Partners with key leaders to enable the transformation of the AHN to a Living Health model as well as working with the Highmark Health executives/enterprise to develop and implement replicable operational initiatives and plan designs. This will include developing, establishing and implementing operational strategies and tactics in concert with the senior leadership team and Strategic Transformation Office, aligning and obtaining necessary resources, rallying the team to design the solution, engage key internal and external stakeholders, monitoring progress and ultimately delivering strategic value to the broader enterprise.Serve as the lead operations administrator for the office of the Western PA Market President. This includes working with communications department and others to prepare Western PA Market President for meetings with various constituents, including Key AHN leaders, board of directors, Market hospital CEOs, key physician leaders and other external audiences. Assist in optimizing time management of the Western PA Market President/ ELT member in and outside the office. Manage the effectiveness and efficiency of leadership and executive meetings. Compile reports, ad hoc presentations, briefings, and communications for internal and external stakeholders. Plan and execute leadership events such as offsite and leadership team meetings.Liaison with key leaders at Highmark Health Plan, AHN, and Highmark Health to algin strategies, operating tactics, and execution.Provide support and oversight of Market and Segment operating model fostering strong, collaborative and mutually positive relationships for the further achievement of the mission, vision and long-term strategic goals and the enterprise Living Health,  healthUP, scaleUP, and thinkUP strategies.Perform management responsibilities including, but not limited to: involved in hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity. Plan, organize, staff, direct and control the day-to-day operations of the Office of the Western PA Market President; develop and implement policies and programs as necessary; may have budgetary responsibility and authority.Supervise the members of the WPA team including day-to-day responsibilities and assignments, project management and assignments, career development plans and succession planning. Supervise the budgeting  of direct reports.Coordinate the Quality, Shared Risk Program (QSRP) with AHN and future providers who enroll in WPA including metric development and assessment.. Liaison with other markets regarding the QSRP. Coordinate and set agendas for the QSRP Steering Committee.

EXPERIENCE

SKILLS 

Must be an experienced technological, strategic, and operational leader with outstanding management abilities and a proven track record of executive and operational leadership with large organizations and teams. The incumbent will have a demonstrated record of successfully leading a highly disciplined, focused  organization that consistently delivers and achieves critical performance metrics. The ideal candidate will bring substantive hospital and/or ambulatory operational experience as well as managed care/health plan experience and a keen understanding of the business drivers that affect the health care sector

The position requires a hands-on, high-energy leader with strong operations, communications, and analytical skills.The position requires  a “hands-on” individual who has a track record of tactical execution.Candidates must have the ability to communicate a vision, achieve necessary buy-in, keep people informed, and execute successfully against short- and long-term plans.
