As a Waiver Data Analyst, you will coordinate and manage the administration of statistical reporting to the federal agency on Medical Assistance (MA) Long-Term Care Waivers and validate both the administrative process and the resulting data to ensure that it meets all federal requirements. The incumbent of this position: advises state and federal staff as a technical expert on MA Long-Term Care Waivers program data and federal reporting requirements; establishes the administrative strategies and procedures of the statistical reporting system to ensure that federal reporting requirements are timely and accurately met; advises and consults with DHS, MNIT, and federal staff on the technical aspects of the reporting system; monitors ongoing compliance of the State’s reporting data in response to frequently changing program policies and federal requirements; and represents the State on technical reporting issues with federal staff, contractors, and auditors. **Responsibilities include but may not be limited to:** + Maintains Minnesota’s system for meeting the statistical reporting requirements for the State’s Medical Assistance (MA) Long-Term Care Waivers, so that federal data collection, statistical reporting, and audit requirements are timely and accurately met. Develops and implements updates to the statistical reporting system in response to changing state and federal laws and regulations. + Coordinates, manages, compiles and submits cost-neutrality data and projections for the State’s MA Long-Term Care Waivers, so that these federal requirements are met, and the State is enabled to continue or modify waiver programs. + Represents the State and maintains reporting relationships with federal staff in an honest, competent, and helpful manner to ensure that accurate data and adequate information regarding Minnesota’s MA Long-Term Care Waivers are communicated to federal officials. + Serves as a technical expert on Home and Community Based Services data and supports the Department’s medical program budget forecasts by generating complex ad hoc data necessary to modify the MA Long-Term Care Waivers forecast for legislative and program policy changes. + Contributes to the integrity of Medical Assistance data through testing the reliability of claims data and assessing the impact of data inconsistencies and/or gaps. **Minimum Qualifications** **_**To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.**_** Three (3) years of specialized, professional experience in developing and implementing system and data collection objectives, specifications and methodologies. Experience must demonstrate: + Comprehensive knowledge of the MMIS (or similar) data system, data structure, data relationships, and processes. + Experience extracting data from data warehousing using SAS and SQL in a variety of applications. + Experience providing data and other information for auditing purposes. + Developing and implementing system and data collection objectives, specifications, and methodologies. **Preferred Qualifications** + Experience extracting data from the DHS Data Warehouse. + Understands claims processing systems and can identify issues with claims data. + Experience with Long-Term Care waiver program data, rules and procedures. + Self-motivated and organized, able to manage multiple concurrent projects, and produce accurate work within a limited timeframe. + Experience in designing, administering, and troubleshooting data models in a relational database system. + Demonstrated understanding of the roles and inter-relationships of local, state, federal, and community agencies in the administration of public programs. + Ability to translate and simply present complex information to management and non-technical staff. + Variety of experiences working effectively with others from different backgrounds and cultures. **Additional Requirements** REFERENCE/BACKGROUND CHECKS – DHS will conduct reference checks to verify job-related credentials and a criminal background check prior to appointment.
