Position Summary:

Reports to the regional vice president. Directly supervises business manager, maintenance supervisor, food services manager, training manager, major, risk manager, chaplain, quality assurance manager, grievance manager, executive secretary, and administration clerks. Responsible for the overall management of the facility in compliance with Management & Training Corporation (MTC) and Texas Department of Criminal Justice (TDCJ) directives for Bridgeport Correctional Center in Bridgeport, TX.

Essential Functions:

Plan, coordinate and direct the total administrative and programmatic activities of the facility. Provide staff training, evaluate staff performance and implement organizational and personnel actions in accordance with the Decision Analysis Table (DAT). Develop departmental budgets; monitor and control expenditures. Develop and implement new and revised policies and procedures affecting finance, training, human resources, operations and programs; ensure policies and procedures are reviewed annually. Coordinate with regional vice president on matters involving contract modification, future proposal preparation and negotiation. Review shift assignments for MTC security staff to ensure all shifts are adequately staffed to meet requirements of facility procedures and post orders; ensure proper number of custodial supervisors and officers for the security of inmate labor force on work assignments and/or residing in the unit; coordinate, plan and direct placement of all personnel in the event of riots, escapes and other emergencies. Monitor talent acquisition process and ensure adherence to all applicable laws and regulations. In conjunction with human resources, direct the imposition of employee performance management according to MTC policy and procedures. Develop, implement and maintain accountability of employee recognition and retention program. Direct preparation of work and related reports on inmates for the classification committee and permanent record of inmates, showing progress and estimating rehabilitative prospects; direct inspections of living accommodations of inmates for proper sanitation; take appropriate action where needed. Oversee the overall maintenance of buildings and permanent improvements of the unit direct and
approve requisitions, inventory and issuance of all supplies, materials and equipment. Promote the development of positive social skills through modeling appropriate behaviors and intervening when inappropriate behaviors are observed; provide regular feedback to staff regarding social skills procedures and intervention techniques. Maintain accountability of staff, inmates and property; adhere to safety practices. It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.

Education and Experience Requirements:

Sixty (60) semester hours from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or United States Department of Education (USDE)  Ten (10) years full-time, wage-earning adult correctional custody or adult criminal justice program administration experience, to include six (6) years in the supervision of employees.  Thirty (30) semester hours from an accredited college or university may be substituted for one (1) year of the required non-supervisory experience. Bachelor’s degree in Criminal Justice or a related field from an accredited college or university may be substituted for two (2) years of required non-supervisory experience. Must be a skilled communicator with the ability to effectively interact with community and customer representatives, staff and Inmates. Excellent written communication skills and computer proficiency are also required.  Valid driver’s license in the state of Texas with an acceptable driving record required, unless waived by management.
