Duties include the planning, prioritization and scheduling of work activities; establishment and measurement of relevant key performance indicators of a functional work group; leading and participating in continuous process improvements; and coaching and mentoring employees. Performs related duties as required. Minimum Qualifications (KSAs) (Illustrative only. Knowledge of: Operational characteristics, services, and activities of wastewater collection, treatment and /or stormwater system maintenance programs. Principles and practices of wastewater collection, treatment and/or stormwater system operations, including testing and inspections. Principles of management, supervision, training, and performance evaluation. City and departmental human resources policies and procedures; Civil Service Rules; union contracts. Pertinent federal, state, and local laws, codes, and regulations. Safety policies and procedures; OSHA requirements; Employee Safety Instruction Manual; OEPA; Federal policies and procedures. Accounting, budget analysis, and preparation and sound fiscal management. Skill to: Proficiently utilize current technology, e.g. tablet, cell phone, computer, and related software in performance of assigned duties. Effectively and productively communicate with customers, co-workers and direct reports. Operate assigned vehicle. Ability to: Lead a functional work group by example. Implement and maintain positive employee relations. Efficiently plan, schedule, direct, and coordinate the work of a functional work group. Required Education and Experience • High School Diploma or equivalent is required. Seven (7) years of experience in wastewater collection, stormwater systems, or utility infrastructure operations, with at least two (2) years in a leadership role (e.g., crew leader, supervisor, manager, or similar leadership roles). Each applicant may substitute for up to four (4) years of general (non-supervisory) experience by possessing one or more of the following: • A valid Ohio EPA Wastewater Collection Class 1 Operator’s License may substitute for 1 year of the required experience (not additive to the OEPA WWC Class 2 License). • A valid Ohio EPA Wastewater Collection Class 2 Operator’s License or higher may substitute for 2 years of experience (not additive to the OEPA WWC Class 1 License). • An associates degree or equivalent (sixty (60) college semester hours) from an accredited college or university may substitute for 2 years of experience (not additive to a bachelors degree or equivalent). • A bachelors degree or equivalent (sixty (120) college semester hours) from an accredited college or university may substitute for 4 years of experience (not additive to an associates degree or equivalent). OTHER REQUIREMENTS Must have a valid Ohio Driver's License. Must participate in a 24/7 rotational On-Call program. May be required to possess and maintain State of Ohio certification as a Class 1 or 2 Wastewater Collection System Operator during the probationary period. Coordinates the organization, staffing and operational activities for the assigned program within the Department of Sewers or the Stormwater Management Utility. Participates in the development and implementation of goals, objectives, policies, and priorities; recommends and implements resulting policies and procedures.Identifies opportunities for improving service delivery methods, equipment, and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.Directs, coordinates, and reviews the work plan for assigned services and activities; assigns work activities and projects; monitors workflow; reviews, and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.Utilizes a variety of Windows-based computer applications including GIS-based Computerized Maintenance Management Systems, and web-based management tools.Trains, evaluates, coaches, and mentors personnel; provides or coordinates staff training; works with employees to improve unacceptable behavior and job performance; implements City human resources policies and procedures.Participates in the development and administration of assigned program budget; forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; recommends adjustments as necessary.Participates on a variety of committees; prepares and presents staff reports and other correspondence as appropriate and necessary.Coordinates assigned activities with those of other divisions and outside agencies and organizations; consults with representatives of outside groups as appropriate.Obtains supplies and services as necessary, according to established policies and procedures; reviews contracts, RFPs, and other documents as appropriate.Serves in an "On-Call" status for response to emergency situations as directed.Reviews sewer improvement proposals and writes reports on recommendations; prepares and writes reports on problems and repairs to the sewer system. Reviews closed-circuit sewer television inspection reports; implements repair/replace/rehabilitation strategies consistent with industry best asset management principles. Coordinates wastewater collection and/or stormwater system operation and maintenance projects with other utilities, residents, and municipalities; establishes schedules to minimize risk to infrastructure and customers. Oversees maintenance of fleet of equipment/vehicles in assigned area of responsibility. Monitors and analyzes budgets and expenditures within assigned areas of responsibility; prepares regular budgets as assigned. Coordinates and directs activities of assigned local programs; follows pertinent state and federal guidelines (OEPA guidelines, OSHA, Federal Clean Water Act, etc.) Answers requests for information from city officials or commissions, contractors, local organiza­tions, and general public. Serves on boards and committees as assigned. Serves as a liaison between the Wastewater Collection Division and/or the Stormwater Management Utility, other city departments and agencies, and other government agencies throughout the County. Evaluates employee performance; gives written evaluations; oversees other personnel matters, including training, employee grievances, time sheets, leave requests, corrective action, etc. Represents the Wastewater Collection Division and/or the Stormwater Management Utility in a courteous, professional, and helpful manner to its customers - both internal and external. Working and Physical Conditions Environmental Conditions: Indoor and outdoor environments; exposure to computer screens; exposure to extremes in weather conditions; work on slippery or uneven surfaces, around moving vehicles; exposure to dust, vehicle exhaust; potential for high stress related to emergency situations; high noise; height and depth; work in confined spaces and under hazardous conditions. Retirement Plan The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements.
