Position Purpose:
The Maintenance & Asset Management Manager directs and supervises the activities of the Maintenance Department of the Edward C. Little Water Recycling Facility (ECLWRF), three (3) satellite plants and Hyperion Pump Station. This position is responsible for overseeing all installation, repair, and upkeep of plant assets that make up the various facility processes including the Title 22 (conventional Tertiary for re-use), Barrier (groundwater injection), Nitrification (cooling water), High Pressure and Low-Pressure Boiler Feed Water Treatment plant processes. The position will work closely with the client and Veolia Project Management to develop and implement strategic asset maintenance plans to reduce life cycle costs and improve the reliability of critical production assets. Works in unison with other departments to ensure that the facilities and equipment are maintained efficiently through planning and coordination, to minimize equipment downtime and maximize production.
Primary Duties/Responsibilities:
Knowledge of wastewater treatment and/or water treatment, engineering principles, general administrative principles and practices, and methods of supervision.Develops strategies and plans as well as installation and maintenance procedures for the Edward C. Little Water Recycling Facility and other satellite facilities with the goal of continuously improving asset performance and reliability as equipment allows. Evaluates, discusses and plans preventative and corrective maintenance tasks.Ensures equipment is maintained in proper operational conditions in accordance with operations and maintenance manuals (manufacturers’ recommendations).Understands and implements Root Cause Analysis (RCA) Investigations.Organizes and leads asset management working groups.Keeps up to date with Asset Management practices, principles and developments in the water/wastewater industry.Directs, manages and oversees staff activities in the installation, preventative maintenance and corrective maintenance repairs of equipment. Ensures the prompt repair and replacement of mechanical and electrical equipment.Contributes to preparation of annual budgets and long-range budgets, as well as annual inventory of fixed assets and spare parts.Ensures constant monitoring of expenses and usage of resources and implements budgetary and cost controls in line with Project Management.Organizes and leads asset management working groups.Responsible for procurement activities and interaction with suppliers and contractors for the maintenance department.Ensures that the Computer Maintenance Management System (CMMS) is timely administered and kept up to date (equipment nomenclature, preventative maintenance frequencies, appropriate reports, backups and updated preventative and corrective maintenance work orders, and reports).Oversees the CMMS and ensures that data entered is reliable and accurate, and that the CMMS is utilized properly.Supervises work order entry into CMMS to ensure proper triggering of maintenance activities.Handles general administration duties (approval of reports, requisitions, and employee timesheets).Establishes policies for inspection, maintenance and repair of vehicles (schedules repairs and follow up on repairs being made).Manages emergency call outs and assists the Company and the Client on special projects.Provides direction to supporting maintenance staff within the department. Responsible for performance management, including progressive discipline and staff development of the maintenance department.Develops and/or selects adequate training programs to ensure continuous skill improvement of staff.Performs other duties as needed and/or required to operate and maintain the facility.Manages and coordinates special projects as directed.Review training needs assessments (TNA’s) and safe work plans.Provides support and guidance in capital projects, Research & Development projects, and plant improvement projects.Interacts with, coordinates with, and supports Operations/Maintenance staff, Laboratory staff, engineering staff, and the Administrative staff to perform related responsibilities.Ensures safety objectives for the department are communicated and monitored for compliance. Ensures that the Training Needs Assessment (TNA) completion for the department maintained at all times, quarterly inspections are done as assigned, and Job Safety Analyses (JSAs) are completed as needed.QualificationsEducation/Experience/Background:
High School Diploma/GED is required.Bachelor’s Degree in Engineering (Mechanical, Civil or Electrical), or an equivalent combination of education, training and experience preferred.Requires a minimum of ten (10) years of experience in operations and maintenance environment, preferably in the water or wastewater industry of which five (5) years in management or supervisory capacity.Knowledge/Skills/Abilities:
Strong leadership and management skills.Knowledge of the principles and practices of asset management.Knowledge of water and wastewater system operations.Knowledge and ability to analyze data and maintain computer records.Available for standby duty and emergencies as needed. Must be accessible to support operations at all times and hours.Proficient in MS Outlook, MS Word, MS Excel, MS PowerPoint, Computerized Maintenance Management System software (CMMS) and other software used in plant operations.Excellent verbal and written communication skills.High level conceptual and problem-solving skills.Ability to work well with colleagues from different disciplines and backgrounds.Positive can-do attitude that perseveres.Well organized and detail oriented.Ability to quickly adapt to situations.Must be able to read complex operations and financial reports. Write detailed reports and prepare and deliver presentations. Analyze complex operational and technical challenges and resolve the same.Required Certification/Licenses/Training:
Technical Certifications in the field of Maintenance is highly preferred.Physical Requirements:
