Position:
The Idaho Department of Environmental Quality (DEQ) is hiring a Water Quality Scientist 3 for the Boise Regional Office.
Salary Range: $29.75-33.71
Responsibilities:
· Groundwater monitoring and quality assessment in southwestern Idaho:
- Develop, conduct, and maintain groundwater monitoring projects
- Manage regional nitrate priority area monitoring networks.
- Prepare and implement quality assurance project plans and field sampling plans.
- Organize and conduct groundwater sampling.
- Review groundwater quality impact analyses, nutrient pathogen studies, wastewater land application operations, wastewater storage and disposal, and complaints.
- Serve as a technical lead on projects related to groundwater quality assessment.
- Respond to citizen complaints and public records requests on groundwater.
- Offer technical and regulatory assistance to the public and regulated community.
- Help develop Groundwater Quality Improvement and Drinking Water Source Protection Plans for selected counties.
· Source Water Program Assistance:
- Review source water protection plans.
- Prepare and review source water assessments and source water assessment reports.
- Oversee the source water protection grant application process.
· Mine review technical assistance:
- Assist with technical review of mines.
- Oversee and assess point of compliance (POC) requests from mine operators to establish POCs and standards applicable to mining activities.
· Other responsibilities:
- Participate in evaluating concentrated animal feeding operations.
- Evaluate and manage analytical data.
Minimum Qualifications:
Good knowledge of physical or biological scientific principles, methodologies, and applications:
Typically gained by:
Possession of a Bachelor's degree in the physical or biological sciences or related field and an additional four (4) years of related work experience,
OR;
Equivalent years of experience where two (2) years of applicable experience can substitute for one (1) year of college, and an additional four (4) years of related work experience,
OR;
Possession of a Master's degree in the sciences and an additional two (2) years of related work experience,
OR;
Possession of a Doctor of Philosophy in the sciences or related field,
OR;
Any other equivalent combination of education and work experience as described above
Education and experience should include scientific assessment, environmental protection and pollution control techniques, such as designing, reviewing, or implementing scientific projects, investigations remediation projects, monitoring projects; OR; Organizing and interpreting laboratory and field data; performing activities associated with pollution prevention and mitigation; and recommending and overseeing the completion of remedial actions.
Required Specialty Minimum Qualification
DEQ 3134 - Ground Water
A Bachelor’s degree with coursework in either geology, hydrogeology, geophysics, environmental science, geochemistry, environmental health, environmental or civil engineering, soil science, or in a closely related field OR education and experience equivalent to an undergraduate degree;
AND
approximately three (3) years of full-time work experience in the areas of aquifer assessment, aquifer protection, ground water or surface and drinking water pollution; such as designing, reviewing or implementing any of the following: water contamination investigations, groundwater remediation projects, TMDL evaluations, ground water and surface or drinking water monitoring projects.
OR Possess a Master’s degree in any of the previously listed fields AND approximately two (2) years of full-time work experience performing the previous examples of work.
Physical Requirements:
• Ability to sit and work on a computer for 2-4 hours at a time.
• Ability to bend and reach for filing purposes.
• Some periods of heavy reading and typing are required.
• Ability to lift 30 pounds when working with file boxes.
• Valid driver’s license
• Some travel may be required.
• Ability to climb ladders, staircases, work on uneven terrain.
• Ability to lift and carry up to 30 pounds over rough terrain.
• Ability to work in adverse or inclement weather.
• Ability to work in extreme hot or cold temperatures both outside and inside.
• Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain.
• Occasional travel required.
• May work in the vicinity of loud noise.
• May be required to travel and stay overnight in remote areas.
• Eyesight needs to be 20/20 (as corrected) to observe field compliance.
• There are times during ground water monitoring field season where this position has to have the ability to operate a fleet vehicle in rural areas for long periods of time. Additionally, have the ability to read maps and GPS devices to find sample locations.
