Summary Statement
We're hiring a Senior Manager to oversee the Water Renewal Services Program. This senior leadership role oversees strategic planning, project execution, and regulatory compliance for the Water Renewal Program Management division. You'll drive key projects that support the Water Renewal Utility Plan, ensuring they’re completed on time, within scope, and budget. Essential Functions
Supervises the work of professional, management, technical and/or other employees of a clearly delineated division or exercises independent authority over a critical function with citywide impact directly or through subordinate supervisors to ensure adequate resources are available for staff to perform their duties; ensures that assigned operations and activities comply with organization goals and objectives; and directs actions and results of major processes and programs and maintains controlling budget authority.
Drives and executes the strategic vision of the Water Renewal Services programs division, aligning projects with the Water Renewal Utility Plan.
Directs the work of the Water Renewal Services Services Programs, ensuring alignment with city and utility direction and execution of work in accordance with the service levels and department metrics. Provides periodic updates to the plan to ensure alignment with citizen and city leadership expectations.Develops and reviews program and project budget metrics and reports and addresses questions and/or concerns. Develops and manages program and project budgets, monitors trends and ensures proper allocation of funds.
Oversees capital improvement projects (CIP), ensuring adherence to budgets, timelines and scope outlined in the ten year CIP.
Directs process improvements to enhance program efficiency and effectiveness. Reviews program and project reports, addressing concerns and providing solutions.
Manages the RFP process, contractor selection and vendor performance. Monitors service levels and addresses feedback to ensure contractual obligations are met.
Coordinates with city leadership responsible for regulatory activities, providing technical information and ensuring compliance with current and long-term requirements.

Requirements
Required Knowledge, Experience, And Training
+ Bachelor’s degree in engineering, environmental science, or a related field and
+ 10 years of experience in management and administration in environmental field(s), working with federal and state regulatory statutes governing municipal activities, or
+ an equivalent combination of education and/or experience.
Knowledge of:
+ strategic planning processes and plan implementation;
+ wastewater treatment principles and engineering;
+ project assessment and construction of facilities;
+ project management; supervisor skills, staff development and team development;
+ budget planning and analysis;
+ science and mathematical tools to support data analysis;
+ pertinent federal, state and local laws and regulations; and
+ computer usage including related software.
Ability to:
+ interpret and perform detailed analysis of highly complex engineering plans and proposals;
+ resolve challenges and respond to unforeseen issues;
+ understand, interpret and apply rules, regulations, policies, and procedures;
+ develop, implement and evaluate multiple ongoing projects and/or programs;
+ communicate effectively in the English language at a level necessary for efficient job performance; and
+ perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.
Individuals must be capable of operating vehicles safely and have an acceptable driving record.
Preferred Knowledge, Experience, And Training
Master's degree in engineering, environmental science, or a related field and background in various facets of public works, particularly, water renewal and quality.
Experience managing multi-million-dollar budget.
Licensing And Other Requirements
Valid state-issued driver’s license.

Employees are exposed to mechanical and electrical hazards and work in/at heights. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals.
