Water Resources Engineer – Entry Level – Permit Review Focus - Part-Time (Hybrid/Remote)

Job Description:

Summary:

The person in this position will be responsible for reviewing permit applications submitted to watershed district and municipal clients for development and redevelopment projects. Work may involve reviewing site development design; reviewing construction plans for conformance with stormwater management, erosion and sediment control, and floodplain management rules; coordinating review for conformance with wetland management rules; working with permitting agencies and public officials; coordinating with watershed district staff; coordinating with permit applicants (including municipalities, developers, homeowners, and engineers); reviewing stormwater modeling (hydrologic, hydraulic, and water quality), reviewing stormwater management designs submitted by permit applicants; and preparing written documentation on conformance with relevant rules. This is a part-time position.

Minimum Qualifications:

Bachelor’s degree in civil/environmental engineering or a related environmental degree

One year of experience directly related to water resources

Familiarity with stormwater management, earthwork and grading plans, and stormwater best management practices (BMPs)

Basic understanding of water-related environmental regulations

Strong computer skills, including word processing and spreadsheets

Ability to work independently and with teams of specialists to meet client and project needs

Attention to detail, accuracy, and completeness

Conscientiousness concerning the accuracy, appropriateness, and timeliness of results

Flexible working style and willingness to occasionally modify personal schedule as required to meet deadlines and/or client needs

Strong interpersonal, oral, and written communication skills and the ability to communicate effectively with project team members, clients, and permit applicants

Superior task management skills, including scheduling, prioritizing, following up, and keeping project information organized

Legal authorization to work in the United States without the need for sponsorship from Barr, now or in the future

Possession of a valid driver’s license and acceptable driving record

Preferred Qualifications:

3+ years of water resources experience

Professional Engineer (PE) license

Experience with water environmental regulations and permitting in Minnesota or other Midwest states

Familiarity with MPCA’s Minimal Impact Design Standards (MIDS)

Familiarity with erosion and sediment control practices

Familiarity with floodplain and wetland management

Project or task management experience

Working knowledge of hydrologic and hydraulic computer modeling and water quality modeling (e.g., HydroCAD, MIDS Calculator, P8)

Experience with ArcGIS, AutoCAD, Civil 3D, or other CADD-based civil design software

Project design experience (e.g., subdivision site or roadway design, stormwater management facility design, etc.), including preparation of plans and specification

Qualified Preparer of Stormwater Pollution Prevention Plan (QPSWPPP) and/or Qualified Compliance Inspector of Stormwater

A hybrid or remote work arrangement may be considered for this position. A hybrid arrangement refers to splitting time worked between a Barr office and a home office; a remote arrangement refers working primarily from a home office. This position can be based out of Barr's Minneapolis, Minnesota, office. Remote arrangements will be considered based on candidate qualifications, location requirements, and Barr’s needs.

Compensation:
The anticipated base salary range for this position is $70,000–$80,000/year. This position is classified as exempt under the Fair Labor Standards Act (FLSA). Compensation will vary based on relevant experience, education, skill level, and other compensable factors. Employees in this position may also be eligible for a discretionary cash bonus based on team and individual performance. Barr has a “no retained earnings” model and distributes all its profit to our employees through our bonus plan and ESOP.
