Summary About the Position: Serves as a Project Manager and Lead Planner for comprehensive water resources planning assignments employing the U.S. Army Corps of Engineers Project Management Business Process (PMBP). Responsibilities Determine study and planning objectives, then develop Project Management Plans, including schedules, funding, manpower, milestones, and technical and coordination tasks necessary to accomplish study objectives. Identify problems and needs, then direct the development of alternative plans and the economic, environmental, and social assessments of the plans incompliance with established laws and policies. Work with the Project Delivery Team to establish project budgets and schedules. Monitor execution of established program metrics for assigned projects. Plan and conduct workshops public information meetings, and briefings for other in-house elements, LRD, HQ and ASA (CW) elements, and Federal, state, local interests, and general public, and elected officials. Prepare written reports and coordinates or prepares correspondence related to assigned studies. Prepare cost sharing agreements for non-Federal cost/effort sharing for feasibility stage projects. Brief senior leadership, including Congressional interests on project status, scope and issues. Basic Requirement: you MUST meet one or more of the individual occupational requirements (IOR) stated below (please click the link next to the corresponding series to view qualification requirements): Basic Requirement for Community Planner, series 0020: Community Planning Series Basic Requirement for Economist, series 0110: Economist Series Basic Requirement for Archeologist, series 0193: Archeology Series Basic Requirement for Biologist, series 0401: General Natural Resources Management and Biological Sciences Basic Requirement for Landscape Architecture, series 0807: Landscape Architecture Series Basic Requirement for Engineering, series 0800: Professional Engineering In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience in planning, coordinating, and executing water resource studies or projects (such as flood damage reduction, navigation, environmental infrastructure, and ecosystem restoration); experience in formulating and analyzing alternatives for water resources planning studies or projects; experience in preparing study reports, including summaries, conclusions, and recommendations; experience developing and managing study schedules and budgets to meet study objectives; and experience in leading multidisciplinary teams through the Civil Works water resource planning process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). This experience must be demonstrated within your resume. You will be evaluated on the basis of your level of competency in the following areas: Leadership Oral Communication Project Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
