This role: + Researches, develops, and administers projects and programs directly impacting the City of Boise’s water resources management and conservation efforts. + Conducts policy research and analysis of water resources programs to address water quantity and quality issues. + Performs water resource data collection and project coordination in support of broader projects and programs across all city departments. + Work requires initiative and independent judgment under broadly defined strategies. Essential Functions Assists program manager in maintaining and advocating for the city's water rights portfolio to ensure water rights and canal shares remain current and viable through expert program administration. Files new water rights applications in coordination with requests from City departments and coordinate the beneficial use examinations to take permits to license. Prevents forfeiture of water rights through active management and applications to the Idaho Water Resource Board (IWRB) Water Supply Bank. Monitors water rights applications and protests, providing impact analysis, and supportive research. Supports steps to resolve protests through settlement negotiations. Prepares expert research and documentation for water rights hearings before the Idaho Department of Water Resources (IDWR), support program manager at hearings, and provides testimony as necessary. (40%) Leads water management projects and activities, both standalone and as part of broader citywide department projects and programs. Assists in defining project scope, goals, and objectives by working closely with project or program managers and project sponsors. Ensures consistency with strategic goals and collaboration with key internal and external stakeholders. Initiates and strengthens key partnerships to address water quantity and quality issues with regulatory agencies, water providers, and water users. Tracks capital and operating budgets associated with water resource programs. Creates detailed task lists for portions of the project and/or for small independent projects; monitors task progress and schedule milestones; tracks and mitigates project issues and risks, acting as the issue or risk owner as appropriate; may conduct project meetings or status updates discussions. Adheres to quality standards and ensures project tasks are completed on time and within the quality expected. Adheres to the City’s standards for project management, method, templates, and processes. Tracks capital and operating budgets associated with water resource programs; adheres to project budget; assists project manager in tracking actuals spent against the approved project budget. Works closely with the Finance department to manage project costs. Coordinates procurement processes, as needed, including assistance in preparing proposals; assists with organizing project team during vendor selection; tracks contractual submittals, invoices, and other contractual approvals for the project. (30%) Provides policy research and analysis in support of the water resources program. Collaborates with internal departments and external organizations to develop and implement Climate Action programming in coordination with the city’s water resiliency goals. Investigates strategies for expanding and diversifying water supply sources through the development of a One Water management strategy. Reviews, analyzes, and determines the potential impact of proposed legislation, state and federal regulations and grant funding, and local ordinances, and makes recommendations on appropriate positions or actions. Develops and implements project plans in support of the program's broad goals provided by leadership and the citywide team. (30%) Performs other duties as assigned. Total Percentage = 100% Requirements Required Knowledge, Experience, And Training + Education and experience to attain the following: BS/BA in Engineering, Environmental Science, Water Resources, Natural Resources Management, Public Administration or a related field; + 4 years of experience acting as a project team member and/or leading small, stand-alone projects, preferably related to water resource management Knowledge of: + project management principles and practices; + principles and practices in administration, planning, budgeting, and organization; + consultant selection process; + contract preparation and administration; + city, state, and federal procedures for review and approval of projects. Preferred Knowledge, Experience, And Training + MS in Engineering, Environmental Science, Water Resources, Natural Resources Management, Public Administration or a related field + 5 years of experience demonstrating a working knowledge of water and natural resource management and/or water rights portfolio management and development.
