The Department of Conservation and Recreation, Division of Water Supply Protection's Quabbin/Ware Region seeks applicants for the position of Watershed Ranger II, Lieutenant.

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES

The incumbent patrols parks, reservations, historic sites, watershed, and water supply lands, conservation areas, and/or recreation areas to promote compliance with rules and regulations; protects natural and cultural resources and water supplies; enhances visitor experiences through visibility, interpretative programming, and visitor information; monitors impact of both authorized and unauthorized visitor use; and coordinates with law enforcement officials for appropriate regulatory action. The basic purpose of this work is to provide a variety of visitor services and resource protective measures and promote compliance with rules and regulations at agency sites.


DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

-Supervises the dissemination of information to visitors about the use of public land, available services, trail locations, natural areas, protection of water supplies, interpretive events, and pertinent rules and regulations, and issues non-criminal citations when necessary.

-Encourages safe and appropriate use of state lands by patrolling an assigned area by car, boat, air, all-terrain vehicle, bicycle, foot, or horseback, promoting compliance with the rules and regulations about the operation and management of parks, reservations, watershed, and water supply lands, historic sites and/or recreation and conservation areas.

-Prepares and conducts tours, workshops, presentations, and programs on natural and cultural history and environmental features for the public, school groups, and special interest groups.

-Assesses the condition of trails, roads, gates, signage, and other cultural resources; assesses the impact of visitors upon natural resources; submits reports and plans that propose strategies for restorations, improvements, and/or policy changes to the appropriate individuals. Maintains certain trail markings; maintains records on visitor use; and monitors permits for special use of public lands.

-Controls crowds in areas where large groups of people gather by cautioning observers and by placing barriers, ropes, etc. to maintain public order and ensure that Ranger special events operate smoothly; confronts situations that may require the expulsion of disorderly persons from the area and the notification of appropriate law enforcement officials.

-Participates in rescue operations by interviewing others regarding lost persons and searching for lost persons in accordance with agency policy; assists in the search function as a searcher, dispatcher, and mapper, and performs first aid or cardiopulmonary resuscitation (CPR).

-Assists with the production of educational/public information brochures, maps, and other literature. Develops and maintains public information material on bulletin boards and map boards.

-Participates in volunteer activities including clean-ups, trail crews, university class projects, etc.

-Assists as needed in the prevention, suppression, and control of forest fires; operates tire fighting equipment and trucks.

-Maintains records, files, and logs, prepares reports, and assists maintenance staff when assigned.

-Performs related duties as assigned.

-Supervise daily ranger services through scheduling and assignment of staff and activities and ensure compliance with department policies; conduct evaluations/appraisals of employees and evaluate the readiness of equipment.

-Provide on-the-job training and orientation for assigned rangers.

-Oversee assigned inter-divisional and inter-agency projects by planning meetings and meeting agendas and coordinating the activities of project teams.

-Plan, design, and create displays, brochures, flyers, and other public literature.

-Supervise upkeep of assigned vehicles, radios, and other capital equipment.

Based on the assignment, this position may also:

-Procure equipment and supplies via approved budgetary procedures.


This position may also:

-Oversee and coordinate activities of subordinates at designated recreational areas by conducting meetings, reviewing and preparing reports, issuing procedural directives, and controlling and distributing equipment needed to ensure the efficiency of operations and maintain rules and regulations and enforcement policy continuity across assigned areas.

-Conduct formal training programs related to rules and regulations enforcement, search and rescue, and informational and educational subjects about recreation, conservation, and other matters.

-Review reports, correspondence, expense accounts, etc. for accuracy, completeness, and content.

-Act as ranger incident commander, when applicable during emergencies.

-Prepare budget requests and administer program budget.

-Recommend revisions to division/department policies and procedures.

-Review narratives and statistical reports.

-Coordinate and monitor program activities to ensure effective operations and compliance with established standards.

-Coordinate ranger activities, initiatives, activities, and schedules with site supervisors and staff; work closely with department supervisors and administrators on state lands management issues and planning efforts.

-Administer citation records and reports; oversee department files in accordance with official laws and procedures.

Based on the assignment, this position may also:

-Coordinate special use permit application, review, permitting, and monitoring with supervisors.

-Administer locks and keys for assigned reservations.

Substitutions:

I. An Associate's or higher degree with a major in park and/or recreation management, resource management, water resources management, environmental education, or park interpretation may be substituted for a maximum of two years of the required (A) experience.

Education towards such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.

Special Requirements:

2. Possession of a current and valid CPR (cardio-pulmonary resuscitation) certificate from the American Red Cross or the American heart Association.

3. Possession of a current and valid standard first aid and personal safety certificate and first responder certificate issued by the American Red Cross.
