**Position Description**

As the Royal Canadian Air Forces’ prime service provider at 5 Wing Goose Bay, Labrador, our team delivers comprehensive air operations, emergency services, logistics and engineering expertise to the Department of National Defence. We work on behalf of DND’s “no fail” mission at Goose Bay: supporting NORAD operations for the projection of air power on the north and northeast coasts of Canada, while supporting military training for the Canadian Armed Forces, Allies and NORAD. 5 Wing Goose Bay provides effective training facilities, adaptable infrastructures, and a unique, austere, and challenging training location. Currently, Serco Canada has over 1,200 employees across four provinces, including a strong and growing Indigenous workforce.
You will be part of a team that works closely with the military customer and other Serco teams to deliver quality and efficient services to DND. **Primary Duties and Responsibilities:**
+ Develop a detailed knowledge of the 5 Wing Emergency Response Plan. (ERP).
+ Liaises with civilian air operators, airspace and range users, and ATC.
+ Mediates operations-related conflicts between airspace and range users and area stakeholders.
+ Prepare shape files on all low-level tracks flows for mitigation officer + IEMR.
+ Prepare daily mission packages of ops directives for flight crews (444 and visiting).
+ Promotes monitors and reports users’ compliance with the environmental mitigation program, as well as all applicable orders and regulations.
+ Processes occurrence reports and noise/over flight complaints and advises ATCM.
+ Monitors Goose Bay and alternate aerodrome status and provide up-to-date information on changes to airspace, navigational aids and runway conditions.
+ Issues flight advisories of known civil traffic to the detachment/user Ops Centres.
+ Responsible for organizing all aerodrome briefings for visiting flight crews.
+ Maintain and track flight statistics and distribute info to appropriate offices.
+ Assist with advising and helping detachment aircrews in cross country flight planning.
+ Answers inquiries/complaints about daily flying operations.
+ Briefs ATCM on daily developments, the course of action taken and provides expert advice on issues related to flying operations.
+ Ensure WOC has the capability to deploy OSCER 24/7 as per the Wing ERP.
+ Booking airspace/ training areas as requested and ensuring de-confliction with PTA, TFR areas, High-level airspace, and Targets.
+ Informing Tower and Radar of changes to the local flying schedule.
+ Passing all departure and landing times to the in-house user.
+ Completing and sending related flight ops forms to the appropriate user.
+ Updating operations information.
+ Plotting Ops Directives and restrictions/ delineation on WOC maps.
+ Maintaining adequate stock of appropriate maps to support local flying.
+ Updating applicable publications.
+ Monitors weather, equipment operational status, etc. at Goose Bay, alternates, and the training areas. Advises users regarding operational consequences and directs actions.
+ In conjunction with WOC personnel, coordinates Air Transport Requirements with 5 Wing users and commercial service providers.
+ Coordinates emergency response/ diversion procedures when necessary.
+ Coordinates visiting aircrew requirements- liaise with identified users, 5 Wing and civilian agencies for transport, rations, and quarter’s arrangements.
+ Ensure all assigned deliverables and other reports are completed accurately and on time.
+ Prepare and distribute reports as follows:
+ Daily CAOC foreign transient report.
+ Weekly CSNI SITREPS to CAOC Has stopped.
+ Monthly Military Activity Reports.
+ Monthly Landing Fees Report.
**Qualifications**
**Qualifications:**
+ To be successful in this role, you will have:
+ Education/Training: Completion of Secondary education required. Completion of Post-secondary education in an applicable field an asset. OSCER training and qualification a definite asset.
+ Experience: Must have air operations experience in a military environment. Experience may have been gained as an air traffic controller, aircrew, or other similar work situation.
+ Knowledge: Must be fully conversant with all Canadian military and commercial flying rules, air regulations and air/ground range safety orders. Should be familiar with civil and military flying operations in Goose Bay.
+ Must have or be able to obtain a Transport Canada Radio Operators certificate.
+ Possession of a valid Class 5 NL driver’s license.
+ Ability to obtain and maintain a Secret Level II federal government security clearance.
+ Ability Ensure compliance with all regulations, policies and procedures pertaining to the operations including occupational health and safety, environmental, drug and alcohol, and quality.
**Additional desired experience and skills:**
+ Strong Computer skills (Especially Microsoft suite).
+ Understanding of military air op procedures.
+ Understanding of Statement of Work when in the seat.
+ Completion of High School Diploma.
+ Previous experience working in a Flight Operations Centre would be considered an asset.
**Hourly Rate: $38.43 Hours per week: 40**
