Summary All current OWCP Division of Federal Employees', Longshore and Harbor Workers' Compensation employees with competitive status. This position is located in the U.S. Department of Labor, Office of Workers' Compensation Programs (OWCP), Division of Federal Employees', Longshore Harbor Workers' Compensation (DFELHWC), Branch of Fiscal Operations. The incumbent is the primary point of coordination, contact, oversight and problem-solving for compensation payments and insurance benefits. Responsibilities The selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Boston, MA; Chicago, IL; Cleveland, OH; Dallas, TX; Houston, TX; Kansas City, MO; Lakewood, CO; Long Beach, CA; New Orleans, LA; New York-Manhattan, NY; Norfolk, VA; Philadelphia, PA; San Francisco, CA; Seattle, WA; or Washington, DC. Advertised salary reflects the pay range for the above locations. Upon selection, the salary will be set in accordance with the selectee's assigned duty location. For the Workers' Compensation Specialist, GS-0301-12: Provides expert technical advice, support, and recommendations to agency management officials, claims examiners, fiscal operations specialists, administrative staff, and federal agency personnel on interpretation of policies, programs, regulations, and statutes concerning insurance benefits. Serves as the Federal Employees Health Benefits (FEHB)/Federal Employees Group Life Insurance (FEGLI)/Federal Employees Dental and Vision Insurance Program (FEDVIP) point of contact for the program's claimants, beneficiaries, insurance carriers, and federal agencies. Serves as a liaison for the Department of Labor's Solicitor's Office on all matters related to third party subrogation payments and surpluses. Assists claims staff with tracking surpluses and administering benefits while surplus is in place. Pulls reports from Treasury and enters appropriate fiscal data in the compensation system. Posts cash receipts received in the National Office to Fund Control Register. These monies come from a variety of different sources such as medical providers, third party recoveries, employing agencies, claimants, and the Office of Personnel Management. Requirements Conditions of Employment Qualifications You must meet the Specialized Experience to qualify for Workers' Compensation Specialist, as described below. For the GS-12 grade level, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience for this position demonstrates skill in applying, analytical and evaluative methods and techniques to problems, questions, and/or issues in the areas of fiscal operations and knowledge of pertinent sections of the Federal Employees' Compensation Act, OWCP regulations, policies and precedents in relation to DFELHWC - FECA Program compensation payments. Examples of specialized experience include: Overseeing and carrying out a broad range of related duties, e.g., evaluating the adequacy and accuracy of compensation and benefit payment systems in relation to claims insurance premiums and debt collection; Providing advice to management and serving as a liaison to other stakeholders including claimants, insurance carriers and other federal agencies; Identifying abnormal conditions and initiating corrective actions with insurance premiums and compensation payments. This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit.
