EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Concepts FUNCTION OF WORK: To administer Workforce Development programs. LEVEL OF WORK: Administrator. SUPERVISION RECEIVED: Administrative direction from a higher-level administrator or executive. SUPERVISION EXERCISED: Direct over lower-level Workforce Development personnel. LOCATION OF WORK: May be used by state agencies with workforce development functions. JOB DISTINCTIONS: Differs from Workforce Development Assistant Administrator by the presence of overall responsibility for the administration and implementation of Workforce Development programs. Examples of Work + Oversee the expansion, administration, and compliance of Registered Apprenticeship (RA) programs statewide. + Develop and implement policies and procedures to ensure alignment with federal and state laws, in partnership with the U.S. Department of Labor Office of Apprenticeship. + Manage RA program reviews, performance evaluations, and strategic initiatives to enhance apprenticeship offerings. + Serve as Secretary of the Louisiana State Apprenticeship Council, overseeing meetings, setting agendas, and ensuring effective governance. + Lead outreach efforts to increase employer engagement and program participation across industries, including skilled trades, technology, healthcare, and advanced manufacturing. + Work closely with industry partners, labor organizations, and educational institutions to promote Registered Apprenticeships as a key workforce development strategy. + Expand and strengthen pre-apprenticeship and internship programs in partnership with the Louisiana Department of Education, Louisiana Board of Regents, Louisiana Community and Technical College System (LCTCS), and industry associations. + Collaborate with employers and education providers to develop work-based learning pathways that align with regional labor market needs. + Support the integration of internship and work-based learning models into workforce training initiatives. + Provide technical assistance and guidance to local workforce development boards, community colleges, and industry stakeholders on best practices for work-based learning programs. + Analyze labor market trends to identify gaps and opportunities for work-based learning expansion.
