The Workforce Development Lead is responsible for proactively managing and aligning workforce planning with business objectives, particularly in relation to bids and contract renewals within the industries of North Coast Holdings. This individual will attend all bid meetings, collaborate closely with operations, HR, and talent acquisition teams to ensure staffing capacity aligns with business needs, and partner with Talent Development to create and implement development programs that foster workforce growth. The Workforce Development Lead will play a critical role in optimizing workforce readiness while supporting the company’s diversity, inclusion, and community engagement goals.
Key Responsibilities:
Develop a Registered Apprentices Sponsorship program for North Coast Holdings Develop and manage workforce planning strategies for upcoming bids, contract renewals, and ongoing operational needs Collaborate with operations and HR/TA teams to forecast staffing needs based on contract demands, market trends, and seasonal fluctuations Use data-driven insights to anticipate workforce gaps and surpluses, ensuring the company can scale effectively to meet contract requirements Collaborate with Talent Development to lead efforts to develop and expand apprenticeship programs, mentorship initiatives, and partnerships with technical schools to build a pipeline of skilled workers Spearhead outreach efforts for underdeveloped communities, veterans, and minority groups, fostering workforce diversity and inclusion Serve as the liaison between operations, HR, and TA teams, ensuring alignment of workforce planning with business strategies Attend bid meetings with business partners to understand market targets, staffing requirements, and contract-specific workforce needs Work closely with Talent Development to design and implement development programs that support employee growth, career progression, and skill-building opportunities.Required Qualifications:
3+ years of experience in workforce planning, talent development, or operations, ideally within the utility or vegetation management industries Proven expertise in partnering with government programs to create programs and obtain grants and or tax credits Proven expertise in developing and managing apprenticeship programs, mentorship initiatives, and community outreach Strong collaboration skills with the ability to communicate effectively across departments (Operations, HR, TA, L&D) Proficiency in workforce planning tools, data analysis, and talent management practices Ability to manage multiple priorities in a fast-paced environment, especially during periods of contract bidding and renewal Ability to travel up 50% as business dictatesPreferred Qualifications:
Bachelor’s Degree in related field Experience in Registered Apprentice Sponsorship Programs Experience in the fencing construction or utility or vegetation management industries Familiarity with labor laws and compliance standards for field workers Demonstrated success in implementing programs focused on diversity, equity, and inclusionCOMPENSATION: $70,000 - $87,000
