Summary This position is located in the Department of Homeland Security (DHS), Science and Technology Directorate (S&T). The primary purpose of this position is serving as the Directorate's expert in written communications and oversees written and social media products. Non-BU: This is a non-bargaining unit position. Responsibilities As a Writer-Editor, GS-1082-13, your typical work assignments may include: Assisting S&T Communications and Outreach Division Director in setting and developing a communications strategy that includes written products, social media, interaction with news media, and incorporates video and multimedia products, setting standards for written products and writing and editing Directorate speeches, papers, reports, and other documents and web product. Developing both short and long-term plans for communicating the goals, policies, accomplishments, and activities of the Directorate externally to the Department. Preparing news releases, stories and web products which articulate, interpret, delineate, explain and defend highly complex, potentially controversial, important agency policies, programs and activities. Ensuring products support the policies and objectives of related programs or positions; are based on fully supported information; and that sources are credited when appropriate. Requirements Conditions of Employment Qualifications Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Preparing news releases, stories and web products which articulate, interpret, delineate, explain and defend highly complex, potentially controversial, important policies, programs and activities; 2) Performing research to develop authoritative information to be reflected in news and science feature articles; 3) Tracking and responding to media queries, to include coordinating interviews with subject matter experts, preparing talking points, and conducting pitch calls in advance of media events. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
