Job Description

Provide oversight and technical advice for contractor efforts to startup and commission the WTP Low-Activity Waste Vitrification Facility and supporting systems/facilities.  This oversight will be though assessments, surveillance, design reviews and other oversight functions to ensure compliance with established criteria, sound engineering principles, and professional practices.

Coordinate oversight with multiple organizations and disciplines to ensure operability, quality, and safety of systems and components.

Communicate status of startup and commissioning WTP project activities and brief management on technical issues, options for resolution, and facilitate decision making.

Provide expert technical advice and consultation in the field of startup, commissioning and readiness to a multidisciplinary group of professional and technical personnel engaged in carrying out the WTP project.

Be responsible for making critical assessments and decisions as to the nature of technical problems, program requirements, and risks encountered in the startup and commissioning of the WTP.  This work requires comprehensive, professional knowledge of several disciplines of engineering.

Perform technical review of contractors engaged in startup, commissioning and readiness for adequacy and reliability; ensure compliance with established criteria and sound engineering principles; and identify omissions, discrepancies, inadequacies, and nonconformance with approved criteria.

Consult with engineers in other organization units, private firms, DOE Headquarters, regulators, and stakeholders to assist in identification and resolution of conflicts and recommend corrective action to prevent delays and facilitate completion of work.

Assessment report writing and technical writing.

 WTP Commissioning and Readiness Support Consultant   - GSSC Candidates shall work to support requirements for PR0093C FY22-SB101 Waste Treatment and Immobilization Project (WTP) Commissioning and Readiness Support Constant   Swim Lanes and

DELIVERABLES

Oversight, coordination, and review of commissioning technical activities including:

System, Structure and Component functional requirements.Safety, risk reduction, and reliability designs.Test instructions.Work execution in the field.Process and procedure compliance; andFulfillment of technical test requirements.

Support the Commissioning Joint Test Group (CJTG) by:

Performing technical reviews of startup/commissioning engineering activities for adequacy and reliability.Ensuring compliance with established criteria and sound engineering principles; andIdentifying omissions, discrepancies, inadequacies, and nonconformance with approved criteria.Support DOE commissioning and readiness activities.Oversight of contractor commissioning and readiness activities.Follow-up on issues, adverse conditions, and other areas of concern.Perform physical inspections and walk downs of the facilities.Document oversight and identify compliance deviations and improvement opportunities that were observed in accordance with ORP management system procedures.Participate in meetings as required by the technical monitor including the preparation of meeting minutes as needed.Participate in weekly coordination meetings.Participate on Integrated Project Teams (IPT) as requested.Deliverables shall be accomplished in accordance with ORP procedures and directions provided by the Technical Monitor. All deliverables will be processed through the COD Project Lead prior to internal and/or external publication and availability.

Qualifications

The WTP Commissioning and Readiness Support Consultant   - GSSC shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position.    

QUALIFICATION REQUIREMENTS: 

Education

BS/BA degree in engineering, science, or business management, or alternatively, an accredited high school certificate plus 8 years of specialized experience in engineering, science, or business management, in addition to the requisite experience. MS/MA or PhD degree in a relevant field is considered to be 2 and 5 years of experience, respectively

Experience

Fourteen (14) years of directly applicable experience as a senior executive or consultant interfacing and working with organizational executives and senior management, or senior technical or business individuals, in government or industry on strategic, management, technical, or business issues. Professional career that demonstrates a steady progression of promotions and positions assuming greater responsibility.Knowledge of DOE policies and procedures, specifically DOE O 425.1D and DOE O 413.3B.Knowledge of DOE program and project management practices, policies, and procedures.Experience in commissioning a highly complex nuclear and or chemical facility.Knowledge of the Commissioning Plan for the WTP Project as operated under the DFLAW Program.Experience in oversight or performance with nuclear facility operations, maintenance, startup, commissioning, readiness, and training programs or processes.Expert writing skills, proven experience in supporting programs and projects with analysis, tracking, monitoring, assessment, review and coordination.Excellent communications skills.Knowledge of MS Word, MS PowerPoint, and other MS Office tools.

The ProSidian Consulting WTP Commissioning and Readiness Support Constant shall maintain proficiency in the following through periodic training:

Hanford General Employee Training (HGET)WTP Site accessWTP site qualificationsComputerized Maintenance Management System.Smart Plant Foundation and Smart Plant for Operations.WTP site qualifications including LO/TO if necessary; andRoadworker training at a level to allow full facility access once it is required.Familiar with operations, maintenance, training programs or processes in a nuclear facilityExperience with Startup and Commissioning testing performance in a chemical and/or nuclear facility.Experience with oversight of electrical system and instrumentation/control system work and/or testing.Knowledge of Hanford Site mission, activities and priorities is preferred.U.S.  Citizenship Required - You must be a United States CitizenExcellent oral and written communication skills (This employer participates in the e-Verify program)Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe)All ProSidian staff must be determined eligible for a “Facility Access Authorization” (also referred to as an “Employment Authorization”) by the USG’s designated Security Office.Other Requirements and Conditions of Employment ApplyMay be required to complete a Financial Disclosure StatementMust be able to submit to and qualify for varying levels of background investigative requirements, up to a Top Secret or DOE "Q" clearance.
